The Council needs to be made aware of the fact that Arizona Downs is offering a fee to the owners of Mr. Haney's in order to allow them to operate an OTB in their establishment. What is not clear, where are these funds coming from. If they are promising compensation fro parimutuel handle, it would appear this would be in violation of State Law. It would behoove the Council to investigate this
