This is spot zoning to get a billboard on site. In the past the city has been extremely against a billboard here as it's a residential neighborhood. The city should reject the proposal of the owner. In the event that city council considers rezoning, I hope they make the billboard conditional upon final completion of the residential portion and deeded in perpetuity for low income uses.
