I completely oppose item 45. We need transparency, not more closed door decision making. We as the public deserve to know what this MOU includes.

It is completely unacceptable that the Police MOU, PLEA will be presenting today, was unavailable for the community to review ahead of todays council meeting. That has has not been the case in years past and it robs the community of the ability to actually give input on the proposal. The PLEA MOU should be made public and the process needs to be transparent. This MOU will decide the amount of funds that goes to PHX PD and the protections they are given. Open up the process and stop hiding!

I oppose this item 45. The process needs to be transparent and accountable to the public. The council and the Mayor are allowing this lack of transparency. Are community are hurting by this kind of ACTIONS you need start taking better action that include the community

I oppose this item because the ANY changes made to the MOU should be made public. It is the not the City's money, its the taxpayer's money. We all know PHX PD continues to murder our people and that the Council continue to NOT hold them accountable for these murders, why do you guys continue to not only FUND but also PROTECT them? City Council and Gallego are making decisions that impact our WHOLE city and I am TIRED of the lack of transparency and accountability. BRING IT TO THE PEOPLE!!!

I oppose this item. Why the secrecy around the police contract? PHX PD literally has the power to kill us. We deserve to know what's in their contract and be involved in negotiations. This lack of transparency should not be happening. For city officials that claim to want to be collaborate and open with the public, that is clearly a lie if this is allowed to happen. Make the MOU public.

As of now, the community doesn’t get to know what the changes will be. You are taking away our opportunity and right to give feedback about policies that impact our lives. We need transparency- no more negotiations behind closed doors!

The MOU with PLEA constitutes a significant tax payer investment and tax payers must be given information on what changes are proposed and be given sufficient time and opportunity to provide comments before the MOU is adopted.

The public needs more detail on the proposed contract before the council takes action.

We have been asking for transparency, not more secrecy. After an investigation on Phoenix PD was opened by the DOJ, you would think there would be MORE transparency, not LESS. What is there to hide from the public? If public funds are being spent then the public NEEDS to know what is going on. We demand transparency and we demand accountability. This is unacceptable.

I oppose this item. This council and Mayor are once again helping Phoenix PD avoid any, and all transparency. My ask is not new.
I want to know what the changes will be for this one-year contract.

You are taking away my opportunity and right to give feedback about policies that impact my family.
Why are you waiting until 2023 spring to show us the new contract? Right before you vote on it? I see what you're doing here.
BE TRANSPARENT!! NO NEGOTIATIONS BEHIND CLOSED DOORS!

I oppose item 45 because it is illegitimate. City Council and the Mayor should not allow this lack of transparency. The police chief is quoted by the mayor and city manager to be “collaborative with communities and progressive.” There is nothing collaborative about hiding information from the community. We need and deserve to know about any changes to current policies or how our money is spent.

Why is the police union PLEA allowed to hide the details of their proposed contract? This is the only opportunity the community will get to comment on the MOU before it’s up for a council vote and we have no details whatsoever.

You cannot continue to hide and coverup, bring it to the community!

You are taking away the right for us to know and weigh in on policies that directly impact us as constituents. Phoenix communities deserve to know what the police are asking for in this contract. Public servants answer to the public. Do not let PLEA obscure these details. Directly impacted communities deserve the right to know what is in this contract. And their input on policy should be of the utmost importance to this governing body, not the preferences of PLEA.

Why is the police union allowed to hide their contract negotiations like Phoenix Police hides their horrific assaults, misconduct & killings in sham investigations and coverups?

You know I am an extreme victim of Officer Jason Gillespie who almost killed me with his bare hands 8 years ago in a fit of rage, that he thought I called the police too many times when he threw me head first to the concrete with multiple throws & blows & horrific injuries.

The Phoenix Police contract MUST BE PUBLIC.

Mayor Kate Gallego, don’t let PLEA hide the contract from the public. Our communities, especially those most impacted and targeted by police violence, deserve to know the details of the contract and be part of the negotiations. I oppose.

Mayor Kate Gallego, this position to allow PLEA to hide details of their contract from the public is poisonous. It plainly demonstrates lack of care or concern for your constituents and further demonstrates a decidedly insidious approach toward policing and politics by Phoenix officials. To echo Vanessa DiCarlo's comments: "Our community, especially the community most impacted and targeted by police violence deserves to know the details of the contract and be a part of the negotiations."

Mayor Kate Gallego, you are allowing PLEA to hide the contract from the public even after the new police chief said he wants to be "collaborative with communities." Our community, especially the community most impacted and targeted by police violence deserves to know the details of the contract and be a part of the negotiations. This is NOT TRANSPARENCY NOR IS IT ACCOUNTABILITY. Just like the signal text messages, you are hiding important information from the public AGAIN! I strongly oppose!

There is nothing collaborative or progressive about hiding information from the community. What are you hiding in the PLEA MOU? We have a right to know about and give feedback on policies that impact our lives.

You are taking away our opportunity and right to give feedback about policies that impact our lives. The members of PLEA have the ability to take lives away from community members during police interactions, and Phoenix police has a long track record of being the deadliest police force in the country. For this reason, their contract with the city of Phoenix should always be public.
