    This proposal is in direct conflict with the City's goals for creating a green and cooler climate. With these kind of rate increases and reduction in base water allotment, nobody is going to plant and maintain trees. Lower income neighborhoods will be hit disproportionately hard and suffer from hotter temperatures. The City should look to the Federal Government for infrastucture dollars to reduce the City's capital costs that are passed directly on to rate payers.

    I think an almost 40% increase in water rates over the next 4 years is absolutely ludicrous. I would like to speak for the seniors of the valley who live on a fixed income and have no way of asking Biden for an increase in SS. Higher water rates will be a danger to all of them. Also you are pushing for more trees and shade.Then you make it impossible to water them. DOUBLESPEAK. We live in a desert, quit trying to get half of the U.S. to move here and overburden the environment.

    The COP is creating a City where NO ONE will survive our heat. A 47.5% percent increase in water rates, waste an additional 47% increase. Comparing our water to other cities is like comparing apples to oranges. Phoenix has been livable because water was cheap. Our heat island is already intolerable. We need to keep water cheap so that we have sustainable tree canopies. I want to know how many suppliers are supplying our chemicals? 136 % increase. Are we searching for Fed Money? No rate increases
