These condos will significantly impact the views and experience of the mountain and nearby buildings, compromising the historical, cultural and aesthetic values of sites such as the South Mountain Preserve, Dobbins Lookout, and The Mystery Castle. These laws and rulings defined in Chapter 8 make 2-story structures in violation of this policy. Lastly, the homes were sold using sales material that did not depict this obstruction to the amenity views, thus selling homes under false pretenses.
Process concerns: The rezoning process should have involved and allowed community involvement but no such involvement was attempted.
Amenities concerns: We currently suffer from overcrowded and broken amenities. These issues need fixed before adding more units without more amenities.
Safety concerns: Water flows and sink hole issues are prevalent in our community and this will become worse.
Special Planning District: The community is currently looking at forming a special planning district.
I predict a Class Action Lawsuit. In Avance, water run-off brings drainage & erosion problems. Residents worry the DR Horton's variance (DS-20346) is cutting corners. The BBB reports a 1.14/5 rating based on 493 reviews. LINK: https://www.bbb.org/us/tx/arlington/profile/home-builders/dr-horton-0825-1000147885. DR Horton controls the HOA board 100%. It offered zero chance for input on landscape, access, design, or LEED. Enforcement of CCRs is inadequate & no limits on short-term rentals.
Proposed community entrance is on a round about that is by a high traffic community park. Having the entrance at this round about will lead to congestion of traffic and poses a safety risk for the pedestrians. What measures are being taken to alleviate the potential congestion? Community amenities like the swimming pool are currently overwhelmed in terms of crowding and also cleaning up after usage. What measure are being taken to not overwhelm existing community amenities?
I've lived in the Avance neighborhood for over three years and have never seen any street sign or communication that presented an opportunity to be involved with this development. I'm opposed to development in this area unless the details and impacts are effectively communicated AND affected populations given an opportunity to provide feedback. The fact that approvals have gotten this far without evidence that the public has been involved indicates the South Mountain City Council has failed us.
In the neighboring Avance community, we have had sinkholes in our streets, along sidewalks, and on our personal properties. With the Highlands’ elevation, how will we be assured that the drainage plan is accurate (since Avance’s has shown otherwise). The drainage report for the Highlands is from 2021. With increased rainfalls, how has this report taken these climate changes into account? Also, the Phx Site Plan Review raised issues with walls, landscape and preservation, accessways, and more.
Proposed entrance makes a major thoroughfare right next to a park where children and dogs play (compass Park and Carmen st).
The 2 story homes are too dense and out of character with the neighborhood that is to blend in with the mountain. These 2 story homes overwhelm the presence of South Mountain and are too tall, covering over 1/2 of the viewable terrain.
There are no parks or recreation planned for the new neighborhood. The density will overwhelm the 1 park near the proposed entrance.
