    be honest about what these increases will really mean to citizens of Phoenix. The increases are much higher than we are being told. City is trying to "pull the wool over our eyes". Phoenix will become known as the 120 Degree, brown, ugly city. No trees, no flowers, no grass, no community gardens. Seniors & low income people cannot afford this!!

    This is a conservation massive rate increase this is not a capital improvement plan. Phoenix citizens were misrepresented the information by the Phoenix Water Department. Some users could have rates increased by 40 to 60% not what the city explained as a 20% percent increase. If money is needed approve the 6.5% this year and reevaluate.
