This is a conservation massive rate increase this is not a capital improvement plan. Phoenix citizens were misrepresented the information by the Phoenix Water Department. Some users could have rates increased by 40 to 60% not what the city explained as a 20% percent increase. If money is needed approve the 6.5% this year and reevaluate.
What was originally indicated does not appear to be the actual cost of this increase. Please reconsider what is truly needed.
