68 Amend City Code - Section 36-158, Schedule I, Local Speed Limits at 15 Locations (Ordinance G-7195)

    According to ADOT, "Before and after studies consistently demonstrate that there are no significant changes in traffic speeds following the posting of new or revised speed limits.” Lowering the speed limit much below the prevailing speed of traffic does not result in lower speeds, but it does create speed traps, making more drivers into violators and subjecting them to increased law enforcement scrutiny. This is especially problematic in low-income communities and communities of color.

    The legal procedures established under Arizona Revised Statutes, section 28-703 for setting speed limits on local roads has not been followed. The City Council should not approve the proposed speed limit reductions at the 15 locations as doing so would violate state law and recognized engineering principles. These changes are contrary to public safety and qualify under the definition of a speed trap.
