59 Public Hearing and Ordinance Adoption - Rezoning Application Z-31-25-8 - Approximately 1,130 Feet East of the Northeast Corner of 23rd Avenue and Baseline Road (Ordinance G-7416) - District 8
Due to significant safety concerns along Baseline Road, we strongly oppose the proposed plans that would add 376+ vehicles to Baseline and 23rd Avenue without any roadway improvements. We recommend that turn lanes for the complex be incorporated, along with a secondary access point that does not connect to Baseline. Furthermore, we respectfully request a continuance/hold on any further development until a thorough study is conducted and proper safety measures are integrated into the plans.
I am a neighbor of the proposed development. This project would add ~376 cars to Baseline Rd with no road improvements, creating major traffic and safety risks. The density is out of character with our single-family neighborhood and threatens quality of life. I respectfully request a hold/continuance until a full traffic study is completed and clear safety and infrastructure measures are addressed.
I live in the Prevalent community just west of Addison Park, and I oppose the rezoning due to safety and traffic concerns from the significant congestion this rezoning will cause. More housing and high density is good solution, but not along Baseline Road without other non-Baseline means of entry and without significant improvements to Baseline Road.
The traffic is already terrible in this area. Not only that, but there's already 8 places to turn in/out of JUST in front/right beside this field. Adding another neighborhood would be dangerous!
As an Addison Park property owner, I’m concerned about negative impacts on property values, safety, infrastructure, long-term stability, and increased traffic. At the 06/10/25 S. Mtn meeting, the motion passed with stipulations requiring Yardly to present a revised plan with reduced density. No updated plans have been shared, and there’s been no communication or follow-up from Yardly’s legal team with neighboring communities.
I'm not opposed to the change in zoning from Ranch/Farm Residence to Multifamily however I'm in opposition to the adjoining GPA-SM-1-25-8 request to allow for 10-15 dwelling units per acre. There are safety, privacy, and traffic concerns in which the builder has not properly addressed with the current proposal for the Yardly Baseline construction. It should strongly be reevaluated, we should wait and see the impact of the 2 already approved communities before approving another within this block.
Long time Laveen resident here. I oppose this plan. Far too much density. Baseline is already a congested street. A single exit point with no improvements to the intersection will be extremely dangerous. There are accidents along this stretch of road it seems daily. I'm not opposed to residential in general, but this is far too dense for this area and will cause safety issues for our community.
I oppose Yardley Baseline. I'm concerned about the extra traffic of 376+ extra cars in an area already having heavy traffic issues. There is no plan in place for the extra traffic, higher probability for more accidents and the added concern for first responders which is already strained in this area. Response times for emergencies is problematic now. This is an area not addressed and ignored. I'm also concerned about infrastructure,density, eroding of open space. Please oppose this project.
I'm west of Addison Park. my opposition to the proposed zoning change that would allow 10–15 dwelling units per acre on the site near 19th Ave and Baseline Rd.Traffic Congestion: Baseline Rd is already heavily traveled during peak hours. Safety Concerns:One of the biggest risks is the left-hand turn movements from new residential driveways or access roads onto Baseline Rd. This creates a dangerous conflict point in a corridor struggling with congestion. Without major infrastructure improvements
I oppose Yardly Baseline. The developer did minimal outreach; most neighbors I spoke with knew nothing, and those who did were largely opposed. I live across the street within 800ft and served on the HOA, yet wasn't informed. Concerns ranged from density and emergency response to preserving our community’s character, but traffic was universal. We already face daily gridlock and unsafe driving; this project will only make it worse. If anything, we need a continuance so the community can speak up
I am a resident of Addison Park and oppose the construction of this high density housing being built along Baseline. I don’t think it’s smart to cram more people into the area and further add to the already bad traffic situation along Baseline. I’m all for growth in the community but it needs to be handled responsibly. We also have many residents in our community concerned with their privacy and safety being impacted, especially those along 22nd Ave which are the houses backing up to the lot.
I opposed the current proposal as submitted on the ground that the developer as apparently not worked with the surrouding communities to address concerns, the single in/out onto Baseline is a legitimate safety issue, the density proposed is not appropriate transition and there is noticeable lack of attention to Rio Montana Plan elements. There is incredible room for improvement for a better outcome if the developer would just work with the community.
I live in the area and a similar situation just happened to us. A large apartment complex was put in behind our development with only one access point on a small side street. Construction has disrupted the flow of traffic and impacted our daily lives as well as the beauty of the desert around us. I hope this does not happen to another community.

The density of units is too high. Increased traffic, decrease in home values, additional taxing of support services (fire, police, medical) will negatively impact the residents of this area. Traffic control must be enhanced. Additional entrance/exit (not on Baseline) should be provided. Number of units should be reduced. Please consider the impact on residents of this area, not just the businesses. Thank you.
As home owners at 23rd Ave & Baseline (Silva Mountain)we have extreme concerns with this rezoning. We are saddened to lose the Rural, South Mountain Aesthetics, but safety is primary concern. Traffic on Baseline/23 highly dangerous. Adding 376 cars to the intersection will be fatal (Phx PD is not staffed) The set back needs to be larger with a turn lane for people to merge on/off Baseline. A 2nd exit/entrance not on baseline is essential. Our full letter submitted at 3rd mtg. Request continuance
