This exception concerns me that Phoenix IDA may issue bond's to finance projects outside of Arizona. And the last part of the statement "if" the out-of-state provides a benefit to the state. Who makes the decision "if" its a benefit to the state? That's a lot of gray in those two letters (IF) to put our money into. I think the wording needs to not be so open to opinion vs identifying a guideline requirement it has to meet for this exception.
