    This legislation needs to be sent back to the State and rewritten after a thorough assessment of housing needs and solutions along with quantifiable goals/metrics for each major municipality in the State of Arizona. The solution to low/middle income housing does not rest on the historic neighborhoods. It is a city, county and state challenge. The State law is eminent domain without due process.

    Amend, Don’t Pass as Written!
    Postpone implementation for 90 days to allow a comprehensive impact study by independent experts. Phoenix deserves data-driven decisions, not rushed policy. Expand the Middle Housing Overlay to a 50-square-mile radius to distribute density fairly and reduce demolition pressure on historic districts that define our city’s character.

    I support the Middle Housing text amendment by implementing middle housing city-wide. Phoenix needs housing solutions and, as a life long resident, I see opening the door to middle housing as opening the door to Phoenix residents and newcomers alike.
