72 (CONTINUED FROM NOVEMBER 5, 2025) - Public Hearing and Ordinance Adoption - Rezoning Application Z-3-25-4-7-8 - Middle Housing Overlay District - Various Parcels Located Within One Mile of the Downtown (Ordinance G-7447) - Districts 4, 7 & 8
I fully support applying this Middle Housing text amendment across the entire city. Phoenix needs more missing-middle housing to ensure teachers, students, young families, retirees, and countless others have attainable places to live. Middle housing is about belonging and having a choice.
The State law as written is woefully inadequate for even the smallest of their intentions. This matter should be readdressed from a State, County and City perspective and not pressured on the City under a penalty of State exercising eminent domain of property owners without due process. While the intent of the legislation sounds good, the language is off the mark.
As with item 71, I support item 72–the Middle Housing text amendment by implementing middle housing city-wide. Phoenix needs housing solutions and, as a life long resident, I see opening the door to middle housing as opening the door to Phoenix residents and newcomers alike.

This is ill conceived and deceptive in wanting people to think this will solve their housing issues. I oppose this ordinance.
