    Many of our smallest arts orgs, from every part of our city are far from full recovery, and other sources of emergency funds have long since dried up. It is my earnest hope that we have the courage to not be fooled into think the arts are superfluous, and that in this final allocation of ARPA funds, we allocate $3 million to support arts and culture organizations so that none of our most vulnerable creators and artists are left out alone.

    I join others in demanding that $10 million of ARPA funds be invested in addressing mental health & substance abuse needs in our communities - specifically, establishing a health & safety committee that will thoughtfully evaluate, research, and utilize new approaches and policies to care for those who need help. Police involvement in these issues has proven itself violent & deadly, in Phoenix and elsewhere. EVERYONE in our neighborhoods deserves the safety & dignity of community-driven care.

    As a lifelong Unitarian Universalist, I have always believed in the inherent worth and dignity of ALL people. Covid has had a significant negative impact on the mental health of BIPOC, immigrant, queer and trans, and unsheltered communities. PLEASE invest $10 million dollars of the ARPA money, in people, in a COMMUNITY-DRIVEN public health and safety COMMITTEE that will research, develop, & implement strategies for mental health, long term, and safety of communities without police involvement.

    The impact of previous federal fund allocations in support of Phoenix nonprofit arts and culture organizations cannot be understated. Phoenix was the first major city to release federal funds to the arts. But these organizations in every part of our city are far from full recovery, and other sources of emergency funds have long since dried up. I am hopeful that in this final allocation of ARPA funds, $3 million to support arts and culture organizations will again be included.

    Please support the Newcomer Community Center. Our Afghan allies and other refugees need a safe, stable, welcoming home as they adapt to a new country. This project is an investment in the community, as refugees add both social and financial value to the cities in which they live. Both the resettling refugees and surrounding community will benefit from such a community center.

    I am a longtime Phoenix resident and supporter of arts education. I am hopeful that this final allocation of ARPA funds will again include $3 million to support arts and culture organizations. The arts are a key to support the social/emotional recovery of our young people. The arts sector is far from full financial recovery and ARPA dollars will have a direct impact on the ability of non-profit arts organizations to continue to provide services to our communities.

    With a brother with mental illness & who was often homeless who passed away in 2020 I ask the council to pass $15 million to help support vulnerable refugee families. The Newcomer Community Center would provide accommodations & critical core services for refugees. By passing this we help not only vulnerable refugees, but others who may need help to get on their own 2 feet.

    We ask the council to vote for $15 million dollars to be allocated for the Newcomer Community Center, a housing complex with a built-in community center that would provide accommodations and critical core services for refugees upon arrival. It is essential that this vulnerable population during this time of need, is included in this funding. The community needs us all to work together in preventing vulnerable populations from becoming homeless; they need assistance now.

    Federal COVID funds have been key to the sustainability of small arts businesses, individual artists and nonprofit arts organizations. Phoenix was one of the first cities in the U. S. to recognize the threat to this important sector. Now, like other sectors, the arts are far from full recovery. Please include $3 million for the arts in the final ARPA allocation, not only for the support of that sector, but also for the support arts provides to the health of the broader community.
