76 Public Hearing and Ordinance Adoption - Rezoning Application Z-139-24-1 (NorthPark PUD) - Southwest Corner of I-17 and Loop 303 (Ordinance G-7463) - District 1
I strongly oppose industrial development south of the 303 for the safety of current and future residents of this area. Please protect our air and water!
I strongly oppose the North Park rezoning and urge you to vote NO. Placing heavy industrial zoning near homes, schools, and preserved desert is dangerous. This project would increase large truck traffic through our neighborhood, endanger children, risk environmental harm, and violate the Sonoran Mtn Preserve. We agree with our HOA—keep industrial development north of Loop 303, protect the Sonoran Preserve, and keep 51st Ave at four lanes for safety. Please listen to residents and vote NO.
We recently moved to Stetson Valley for the charm and family friendly neighborhood and strongly oppose this rushed change to our lands. There are many updates that need to be made to conserve the quality of life, particularly the manufacturing. We need a buffer to protect our water and air from the toxins that ultimately are produced as byproducts. Houses, parks, schools, and shops are one thing... industrial use is another and needs to be reconsidered.
I oppose this rezoning application. It is not appropriate for this area. Not against business nor housing development, but this proposal is being forced without solid research and is out of step for this area & resources.
Asking for concessions
1) Limit 51st Ave - four lanes.
2) No semi-trucks through Stetson Valley.
3) Traffic mitigation- split 51 North of the canal or install roundabouts.
4) Traffic signal at NORTH Inspiration Mountain Loop and 51 Ave.
5) Environmental study. None has been done. Buying credits don wont fill the gap.
6) Air quality is 4th worst in US. Govt lowered standard for TSMC.
7) Require routine testing for PFAS & other chemicals. Test air around the factory. Stop giving TSMC a free pass.

As a candidate for Phoenix City Council and a North Phoenix resident, it’s clear that everyone who will actually be affected opposes this. Support comes only from those who don’t live here — politicians making decisions and those who profit. Even the Greater Phoenix Chamber clearly has no idea what residents like me care about. If the Council truly represented the people, they would vote NO.
I am a homeowner in Stetson Valley, unable to attend today. Please remove heavy industrial zoning in the NorthPark project. As well, please keep 51st Ave to 4 lanes and save the Sonoran Preserve buffer between Pyramid Peak and the CAP. We need responsible development and to preserve the community as intended (as we expected when we bought into the wonderful neighborhood).

I strongly oppose the North Park rezoning and urge you to vote NO. Placing heavy industrial zoning near homes, schools, and preserved desert is dangerous and our area is already highly congested. Please build north closer to TSMC away from our home.
The council is supposed to do what is in the best interest of the people they represent. That has not been the case in the previous meetings on this case. I strongly oppose this. I want to see responsible growth, not this. Chandler council & other councils did the right thing by voting no. TSMC is not honest or transparent of the chemicals in the air & water. Voting yes is a vote to risk cancer, birth defects, and other risks. Pulte’s density is too high causing dangerous traffic in areas south.
I oppose the rezoning for heavy industrial use. This is a shame to move this toxic plant next to neighborhoods, schools, and preserve. Chip manufacturing requires the use of numerous toxins, hazardous corrosive acids, heavy metals, and specialized gases. Chemicals can contaminate soil, and groundwater. Pulte, TSMC and the City of Arizona should be liable for any illness if they go forward with this project. Residence should not be forced to risk their health and safety for industrial expansion.
Dear council members, as a longtime homeowner in Stetson Valley, I oppose the plans to rezone to create a large industrial use community next to ours. The proposal will destroy the preserves, increase noise & pollution, and increase traffic.
I am opposed to removal industrial zoning with raw chemicals being so close to our community. We have been lied to from the beginning that this spot was going to be a burrito shop to office space and now a 540 acres of heavy industrial. Putting this plant next to families and a preserve is wrong.
Please help keep our neighborhood safe for our kids by not allowing 51st ave to be more than 4 lanes, please preserve more of the natural beauty south of Pyramid peak, and keep heavy industrial north of the 303.
Oppose this because agenda item because the details behind it are not clear and favor TSMC and the land developer. Existing residents have to be considered. Opposed to heavy industrial development near residential neighborhoods.
