    Civilian Oversight MUST include independent investigations and community input. Citizens of Phoenix demand and deserve policing and policies that serve all residents and that support transparency and accountability. Keep working until a plan is developed that includes interdependent investigations AND community participation and input.

    Phoenix needs an office that is independent, investigative, transparent, and community driven. The current proposal does not meet those needs and must be delayed for vote while a more comprehensive and effective model is built. The current system already has police investigating police - that is the problem. So implementing the same model of police investigating police but under a new facade is not what is being demanded. We need TRUE civilian oversight - entirely separate from the police.

    The OAT was way overdue when it was adopted. Now that it's need is apparent, we can not have it lose credibility or trust just as we have the police we need to hold accountable using this institution. This institution must be community run by those who know and experience the problems stemming from Phoenix Police the most.

    The people of Phoenix deserve better than this and demand that you delay this vote and fund the OAT/CRB that the people demanded. Free of police interference and involvement to ensure true accountability and justice. We need independent investigations. Please delay and keep the promises you made to the citizens of Phoenix to hold officers accountable for their actions.

    It is unacceptable that Council removed independent investigations and community participation from OAT/CRB. Black and brown people are still being targeted, harassed, and KILLED by Phx police. Cutting our voices out of this process shows you never cared about our health and safety- you only cared about your image.

    The vote on this policy must be delayed until a community process has happened and independent investigations have been included. The fact that you've built this policy entirely behind closed doors, while quietly trying to add cops onto the staff and excluding independent investigations shows us that you never cared about the safety and wellbeing of Black and Brown people in this city, or the families who've had someone killed by phx police. NO OAT WITHOUT INDEPENDENT INVESTIGATIONS

    There should not be a vote on this policy until there is community involvement and INDEPENDENT investigations have been included. The fact that this policy has been drafted without community insight proves you do not care about the wellbeing of Black people, Indigenous people, and people of color in Phoenix. It proves you do not care about the families who have had a loved one killed by Phoenix police. NO OAT WITHOUT INDEPENDENT INVESTIGATIONS.

    We cannot afford to settle for toothless processes that give the illusion of accountability and transparency, but do nothing to change the reality- cops are still investigating cops and families and victims of police misconduct are still forced to go through the same horrific process. If the civilian oversight policy doesn’t have independent investigations and community participation in the policy writing, we’re asking Council to delay the vote until they get it right and honor our clear demands

    I oppose the creation of an OAT where law enforcement expertise is not involved. Staff hired into this department should have relevant expertise, demonstrate objective reasoning and be appointed by the community.

    OAT must remain an office independent from officers. The sole purpose of OAT is to provide a government sanctioned group on behalf of those in the community who are being policed. Officers will have the ability, separate and apart from OAT to defend themselves against any allegations they believe are incorrect. OAT must remain independent for the benefit of all involved.

    How long must we abide more murders of Black and brown community members at the hands of Phx Pd? Your policy protects the police, not our people. You are meant to serve the people, instead you are lying to us about OAT, and doing nothing to decrease the harm of Phx Pd. We continue to demand accountability

    If civilian oversight policy doesn’t have independent investigations and community participation in the policy writing, it’s not really oversight and it’s just a meaningless gesture. Lives have been lost and justice is on the line every day that police go unchecked and are rewarded for acting violently. It is also TOTALLY unacceptable that cops could work at the OAT.

    In case the City needs a reminder-- A civilian is defined as a person NOT in the armed services or the police force. Thus, civilian oversight does not include police participation. We demand community participation and independent investigations in OAT. Stop pretending like you care about Black and Brown Phoenicians, or include actual community-led civilian oversight in OAT.

    The OAT must include community participation and independent investigations. A civilian oversight board literally says "civilian" in the name but this city council does not understand basic vocabulary. Police cannot investigate themselves because they are not honest or transparent. Phoenix PD has only increased their violence while city council has enabled it and jeopardized the lives and well-being of their constituents, especially those of color. Vote no or be voted out.
