    I oppose the approval of this item because allowing Phoenix PD or former Phoenix PD to be a part of this committee defeats the purpose of accountability and transparency. The reason the Phoenix community wants this office in place isn't for Kate Gallego's/City of Phoenix's optics, it's to ensure that our community members who are victims of police violence are able to have a fair overview of their case. The fairness is completely removed when you allow police into an independent investigation.

    I oppose approval because the process was not transparent and community members were not allowed to participate. Creating an office that does not have oversight and investigative authority is a waste of money. I demand transparency. Do not waste community dollars on a rubbed stamp for the current process that does not protect Black and brown lives and creates community outrage. We need community-based solutions that build positive relationships and trust. Delay the vote.

    Phoenix Pd has a transparency and lack of accountability problem and for our community to start moving forward we have to stop letting them police each other and have civilian oversight. Independent investigations, not cop driven investigations. In healthcare if we have a complaint or a case against us the AZ STATE BOARD OF NURSING (a separate agency of complete strangers, not our family members or colleagues) investigates and determines whether we keep our licenses or not. So why fight this ?

    The Office of Accountability and Transparency has been supported by the people due to the promise that it will be an independent entity for police investigation. To allow cops or former cops to take space within the OAT is to destroy the purpose of the office in the first place. To allow cops at the OAT is to allow further injustice to occur at the hands of one of the most deadly police forces in the country. Cops should not and cannot investigate cops. Respect the people you represent.

    The people of Phoenix have been asking for transparency and accountability from Phoenix City Council and Phoenix Police for decades. On February 25th, 2020, it was the people that showed up and changed the OAT outcome. If the civilian oversight policy doesn’t have independent investigations and community participation in the policy writing, we demand Council delay the vote until they get it right and honor our clear demands. Something is NOT better than nothing when our lives are on the line.

    We still insist on a civilian oversight that is independent, investigative, transparent, and community-driven. None of this are all of those things. This policy is not by, for, and with the community. We demand INDEPENDENT investigations, not a cop-driven investigation. This is just a farce of cops investigating cops. There is no transparency or accountability at all. We demand real investigative powers and a community-oriented drafting process!

    In February, the Phoenix community was convinced to back this initiative for an independent, investigative, transparent, and community driven civilian review board for one of the most deadly police departments in the country. Instead, this policy protects only the police, not the people. We demand independent investigations and community participation in the formation of policy. We demand that NO current or former officers be allowed to work at the OAT ever! WE DESERVE BETTER.

    The Office of Accountability and Transparency has no real investigative power at all and is ultimately a waste of taxpayer dollars. We need a real, community-driven, transparent, independent investigative committee that actually serves the people. Frankly, permitting cops to serve on this committee reinforces our existing problems. We need the city to show that it actually cares for the people instead of policing.

    Your policy protects police, not Black and Brown people you're PAID to SERVE AND PROTECT. Our voices are important and cutting us out of this process shows you never cared about our health and safety - you only care about protecting corrupt police. Why are you afraid of being transparent and allowing independent and community participation if you believe you're doing the right thing? Do right and help prevent wrong-doing by those not upholding their badge!

    The civilian oversight policy must have independent investigations and community participation in the policy writing. Lives are on the line. It is not enough to offer the bare minimum. It is unacceptable that cops could work at the OAT. The Phoenix Police Department has made it abundantly clear they can't be trusted. The community is demanding community input and true investigative powers.

    If the council truly believes that still allowing police to investigate themselves it shows that they are either incompetent, or more loyal to the police that summarily execute people without consequence than the people that the council pretends to serve.

    In Feb., civilian oversight was promised to be an independent, transparent, and community-driven process. This policy, written behind closed doors and without community input, removed independent investigations and community participation from the OAT. Without explicitly including Black & brown community members in the policy-writing process, OAT will be a superficial rubber stamp to Phx PD's investigative status quo. We demand community input and true independent investigative power in the OAT!

    I oppose IF the civilian oversight policy doesn't have independent investigations and community participation in writing and especially if cops are able to work at the OAT - that completely defeats the point of the committee and would essentially render this $3M effort USELESS. If civilian oversight doesn’t have the ability to do independent investigations, it’s doing more harm than good, and we can’t implement that. Wait to vote on this until you can actually give the community what we need!

If cops are still investigating cops, you’re creating an office that’s a $3 million rubber stamp to the police department’s current investigative process. If civilian oversight doesn’t have the ability to do independent investigations, it’s doing more harm than good, and we can’t implement that.

    What was the point of making this program when police will still be investigating police? That really isn’t holding anyone accountable. Phoenix PD can not keep getting away with being the third most violent department in the US and being second in the US (after LAPD) in killing people. The community NEEDS to have more say, especially after Phoenix PD targeting community leaders. We need REAL change, not smoke and mirrors.

    You let community organizers know just 1 day before this meeting that you will be voting today to allow cops to apply to work at OAT. This is unacceptable and absurd! Cops CANNOT grade cops! We demand that NO current or former officers, and NO family members of officers, be allowed to work at the OAT ever! Something is NOT better than nothing when our lives are on the line.
