    Outrageous that PPD gets more money to sign off on a handful of pathetic changes playing at transparency and accountability. Their budget is $745+ million. No matter how much money you give them, they will never come close to being transparent or accountable for anything. You want us to believe that accountability looks like retaining a few types of discipline records, and not directly threatening residents who file a complaint about a cop? You are PAYING them for agreeing to THAT? Disgusting.

    There is a lot to loath about this particular version of the MOU: The city is paying the police to lobby the state leg (1-3:D bottom of Pg.8) no room for the promised civilian oversight (pg4,5. 1-2:D,H) and provides no real path of recourse for eliminating bad actors or reforming the most violent and egregiously extrajudicial pieces of our police force. This is Council signing on for one more year of an incredibly broken system of policing. I oppose this MOU.

    Council, who are you representing exactly? Based on your actions to date, it must be comfortable complacent white folks, who will never be harmed by police, and apparently don’t think there is a problem at all. But they don’t need you! Police DEFINITELY don’t need your protection. But people being targeted, harassed, and killed by police need your representation. Do your job. Speak up! Take action on behalf of those who are actually impacted by these “union” agreements. Quit failing us. Vote no.

    This MOU shows that PLEA/PPD are open to police transparency/accountability/oversight. Progressive describes this MOU. HR said this MOU addresses concerns . I have read horrible stories of increased crime in cities where grandiose steps were taken & their safety system faltered. We are not at the finish line. But, with continued open dialogue with all citizens and a willingness to partner with our police to reduce crime in neighborhoods, we will have a safe City for all residents.

    "Investigation by Professional Standards Bureau, any Police Department supervisor, or other City employee who is conducting an investigatory interview". "Other City Employee" means anyone hired or appointed by the City Manager. Thus, any one in the office of the OAT. Must be preserved! (Section 1-4: Rights of Unit Members - B.1., 4.)

    This is not the action necessary to reduce crime and harm in our communities; in fact, it’s the opposite. We keep providing you with data and answers as to how to make our communities healthier and safer, and this is not one of the solutions that is community driven.

    How dare any of you claim to represent the people, or claim to value respect, justice, or safety?     Council, who are you here to represent? As a citizen of Phoenix, it is not me. It is not the people who keep showing up and telling you that giving the police more money HURTS US ALL. It is time to stop gaslighting your community with words, with lack of action, with throwing more and more money at the police and expecting different actions. Do your job. Speak up!     Who do you represent? Your community members who are being targeted, harassed, and killed by police need your support.     We've got atleast 4 open investigations into PPD and MCAO. I demand we wait until the findings of all these investigations and the truth of PLEAs affiliation into all of this is uncovered before we even consider renewing their contract. This is a tactical move to avoid accountability post-investigations.

    How can you seriously show up here today and think this is ok? There is ample evidence proving gross misconduct of PPD and yet you all sit here and do nothing. Really how is that? How do you think this is acceptable? You are not doing your job! You are protecting and defending white supremacy, not the people.     This is movement in the right direction. Are we there yet? Absolutely not. Is this a move towards putting mechanisms in place to foster the beginning framework needed to hold our law enforcement officers accountable and require them to operate with transparency? I support this puts us on the path, whether we stay on that path remains to be seen. I am opposed to giving a raise for something like accountability and transparency which should already be a given within our public safety system.

    How dare you continue this charade and ignore reality. Everything you do is meaningless. PEOPLE ARE DYING AND YOUR PPD ARE THE PAID ASSASSINS. It is literally your job to champion the needs and demands of the people. Black leadership demands meaningful action.     Don't give PPD more money. They waste it on bringing false charges against citizens invoking their Constitutional rights and militarizing themselves against citizens. It is clear by Williams seeing the neo-nazi coins and doing nothing that PPD cannot oversee themselves. They do not keep our community safe.
