    Outrageous that PPD gets more money to sign off on a handful of pathetic changes playing at transparency and accountability. Their budget is $745+ million. No matter how much money you give them, they will never come close to being transparent or accountable for anything. You want us to believe that accountability looks like retaining a few types of discipline records, and not directly threatening residents who file a complaint about a cop? You are PAYING them for agreeing to THAT? Disgusting.

    Bank release hours of 1,859 hours of paid Association release time needs to be decreased issymbolic of a group of PLEA's need to spend significant time covering up detrimental behavior. 500 hours paid for lobbyist to lobby against citizens wellbeing needs to be removed. Perpetrators in the department shouldn't continue to receive all the evidence before they are interviewed. No raises. Should include that less to non violent calls eventually will not go to PD. More accountability needed 4 PPD.

These changes don't get to the root of the issue, and more money to support a broken system will continue to perpetuate the same structures of deadly abuse and misconduct.

    Phoenix police should not need a bride in order to be accountable. Phoenix police should not receive pay raises after breeding a culture of violence and fear. COVID relief money should absolutely not be used to pay police bonuses. Please do not support a police contract that continues to protect unlawful, discriminatory behavior. Help make the police better. Stop assisting in the division of our communities.

    These formal, legal provisions for greater transparency and accountability are critical incremental steps to much needed reform. They further validate the imperative to immediately implement OAT and amplify the fact that PD cannot, will not and should not police themselves. Take immediate actions to ensure that PD does no more harm and protects and serves Everyone.

    We ask police not to abuse their power & murder us in the streets and they asked the city for a raise in order to fulfill that request?? This is almost unbelievable. The police are asking for sobering time before being interviewed for misconduct? How often does this happen for that to be needed? In WHAT other profession is that an openly negotiated agreement? Police want to basically edit investigative reports about their own misconduct and the city is planning on agreeing?! This MOU is abuse.

    Why would someone need a raise to be transparent? Isn't living honestly and with integrity the type of police officers we want? We wouldn't need to bribe them especially when they're already being paid more than they should and continue to lie and do harm. Money isn't going to solve this problem.

    Council, who are you representing exactly? Based on your actions to date, it must be comfortable complacent white folks, who will never be harmed by police, and apparently don’t think there is a problem at all. But they don’t need you! Police DEFINITELY don’t need your protection. But people being targeted, harassed, and killed by police need your representation. Do your job. Speak up! Take action on behalf of those who are actually impacted by these “union” agreements. Quit failing us. Vote no.

    I support the proposed MOU and the changes for transparency and accountability. It is my hope that the "entire" police department agree with this MOU and support the Phoenix citizens they serve by embracing these changes.

    This MOU reflects months of public feedback and demonstrates PD’s
    willingness to make changes towards enhancing public trust and transparency. The pay raises are fair considering all employee units are getting raises as part of their respective contract negotiations, and our officers deserve all the funding and support we can and should give them.

    The people who are writing the "same comments" are outraged by the same thing! Supporting the Phoenix police department = developing a better department, not allowing unjust behavior to continue. PLEA does not represent the rights the police are supposed to be protecting. Please vote NO!

    NO 5% pay raise for police in a pandemic and after all the police assaults, false arrests, coverup & corruption. Most of these reforms do little to stem corrupt violent cops. They're already getting an average of $75K + big OT & off duty. Where's the actual action for firing ones like Jeff Cooke, John Ferragamo, Jason Gillespie other corrupt and violent Phoenix cops? Most of the police department's internal affairs process and protections that shield officers from accountability remain in place.

    When I hear stories of missing or murdered people, I am reminded of a reality no one deserves. However, thousands of stories of Indigenous women disappearing and being killed have been invisible to society. The missing and murdered Indigenous women(MMIW) movement was created because Indigenous women are murdered at a rate ten times higher than the national average of all ethnicities.
    Law enforcement should reallocate a portion of their 745 mil budget towards ending violence against MMIW.

    Why is this city deciding on something that affects the community when the community is.. ONCE AGAIN.. not involved in the process? This self-congratulatory gesture by PLEA, Phoenix PD, and by proxy City Councilmembers for striking out egregious items in the MOU that should not have been in there to begin with is absolutely ridiculous. Let's not act oblivious to all of the misdeeds that are being uncovered in front of the public's eyes. Tear up the MOU. Could have dedicated this time to NOCAP.
