    Just two months ago, the Mayor and Council Members voted unanimously on a plan that included a Guiding Principle that "Homelessness will not be criminalized". This agenda item goes directly against that by making it easier for persons experiencing homelessness to be arrested, ticked, and jailed in the exact area where there is a concentration of services for them. Vote NO on this item and keep the promise that was made in October.

    Not a sustainable remedy for the homeless problem, which is long overdue for a long-term fix. I sympathize with property owners and businesses who have homeless camps in front of their establishments. However, a "Housing First" model needs to be implemented ASAP. The only way we are going to fix the homeless problem is to find people homes; and to build more affordable housing (instead of tearing down what we have for more overpriced lofts).

    Homelessness is not a crime it’s a huge issue and you are abusing your power treating them as if they are criminals as you heard them around like if they are cattle! They aren’t animals they are humans it’s sad that a dog being abused has more protections then homelessness, do your job and find a solution!

    Cruel doesn't even begin to describe it. The city chooses to keep services and safety nets stagnated and diminished, keeping people down. Then, they have the audacity to make ridiculous decisions such as these twist the knife in further. This is just another page in their playbook to disappear the poor. Our unhoused neighbors are residents, too, no matter how much the city tries to devalue and criminalize them. Housing for all, NOW.

    it’s absolutely insane that you feel the need to criminalize homelessness, HOUSE the unsheltered. this is madness, as if homelessness wasn’t already a major concern, y’all feel the need to make our homeless brothers and sisters even MORE vulnerable during a pandemic?? LISTEN to your citizens.

    Stop criminalizing homelessness in this city. It’s unbelievable that you’d consider - during a pandemic - an order that would make it easier to make our unhoused population in Phoenix more vulnerable to harassment, imprisonment, further poverty, and covid. This is violence and goes directly against the plan voted on in October. I can’t call into the council meeting because I’m lucky enough to have a job right now, but I plead you to listen to the people of Phoenix.

    It is horrifying that you are even considering privatizing these public spaces so you can criminalize our unhoused siblings. You spent $143 million of our COVID relief money on public safety salaries instead of approving the expansion of shelter beds and now you've found a new way to be even more horrible.

    How dare you even consider criminalizing and displacing people you can't even be bothered to give a shelter bed to - City Council, you should be ashamed of yourselves. You postpone the increase of shelter beds every single month the committee meets yet you have the audacity to propose privatizing the only place unsheltered folx can sleep? This is an act of violence against people you as a City government have already abandoned. This is truly despicable.

    STOP CRIMINALIZING POVERTY!!! The unsheltered folks in Phoenix are all of our neighbors. Stop criminalizing our neighbors actions and start helping them. This motion is an act of violence and this council is complicit in this act of violence. HELP PEOPLE don’t arrest them for their reasonable reactions to your lack of help.

    Arms open to your homeless savior but arms crossed to your homeless neighbors? You want to displace people who already have nothing this Christmas with the intent to arrest them? Mayor this is not the city that we the people want to be!

    The city of phoenix CITY COUNCIL consistently looks for ways to displace and criminalize unsheltered people. This motion is disgusting and coercive. YOU CANNOT JUST IGNORE HOMELESSNESS WHILE PROMOTING GENTRIFICATION.

    To even consider this appeal given the current homeless crisis in this city is appalling. We are in the midst of a second wave in a deadly pandemic, temperatures are dropping into the 30s, and we are still short thousands of shelter beds in this county. This request is not only shockingly inhumane, but also directly goes against CDC recommendations and would undoubtedly worsen an already out of control rate of covid spread. The entire purpose for this request is rooted in cruelty.
