This item provides a summary of the findings from the investigations conducted on behalf of the City Manager's Office by Ballard Spahr, LLP.
I support PPD & specific units that protect & preserve the peace from mob violence (distinct from peaceful speech & assembly). We should support & retain Chief Williams & LEOs. Mr. Garcia’s public statements support positions that are contrary to the rule of law and peace and order.
Chief Williams is extremely qualified to continue to lead the Phoenix Police Department as evident by her willingness to cooperate and embrace the (DOJ) Investigation. Chief Williams inherited some longstanding problems that she has been diligently working to correct during her administration.
We request that Chief Williams receive support to continue
Jeri Williams and Ed Zuercher MUST be fired with no pensions. The false narratives coverups collusion conspiracy & corruption at the City of Phoenix is systemic which I know all about. I was almost killed by Officer Jason Gillespie with his bare hands over calling the police for help. The City of Phoenix has fought my case for over 7 years with the highest powered ruthless Kathleen Wieneke, Wieneke Law with unlimited taxpayer dollars laughing as she defeats police violence victims.
I’ve ONLY been treated with the highest respect from all PPD. I support & back our Police & 1st Responders
I respectfully request that Mr. Garcia live up to his own standards & resign due to his lack of transparency & accountability. He has caused division & hatred. I understand there is due process and City of Phoenix follows the City Charter. Please use it.

I fully support the Phoenix PD and I am completely against any attempts to defund the police. We have a huge shortage of officers already here in Phoenix. Hold the ones that messed up accountable but keep Chief Williams. Even though someone clearly gets their friends to post the same anti-police comments here all the time, the vast vast majority of people support the Phoenix PD. Phoenix PD needs to hold their employees accountable but they have my full support.
It's so frightening how people can support City staff that condone PPD's violence. Ed, Jeri, Kate, Council, you are all responsible for this! I support the demands directly impacted leadership have stated since November. If City Council wants to advocate for accountability, they need to fire Ed, Jeri, and all the cops involved! AND pay reparations to the people whose lives were ruined by these political prosecutions. We don’t need more ceremonial investigations! We need you to defund Phoenix PD.
I appreciate all that Chief Williams has enacted to further enhance the policing that our officers do. Many of the policies are based on what was clamored for the last 2 years, albeit rudely by police detractors I have never heard the protesters ask for partnership with the police to reduce crime, reduce calls for service, and build up communities. Let's all work to make policing and our communities safer. I am opposed to the demands for outlandish punishment and department changes.
The Maricopa County Branch NAACP expresses our strong support for Chief Williams. We believe Chief Williams is extremely qualified to continue to lead the Phoenix Police Department as evident by her willingness to cooperate and embrace the (DOJ) Investigation. FIRE Ed Zuercher, Chief Williams, Sgt. McBride, all officers involved in gang charges against protesters, and all officers who aided in the circulation of the Neo-Nazi challenge coin. Revoke the pensions of all involved officers, including former officers. Disband TRU, DOU, SID, and Assaults Detail. Disband PLEA. AZPOST must decertify all involved officers. Reallocate funding from the disbanded TRU, DOU, SID, and Assaults Detail units for reparations to every person politically targeted by PPD.

Speaking on behalf of Phx Youth who have been informed of the investigation and stand on the side of Chief Williams. Removing Chief Williams is bigger than this investigation. She is an icon that all girls in phoenix look up to. Her character and integrity makes us all feel safe and her hard work and poise makes us proud. I now have 15 girls who have decided to join law enforcement as a career because of Chief Williams. So please, think of the future of Phoenix. We are watching.

Mr. Garcia appears unable to exercise patience for due process, and objective, dispassionate judgement. If any lose their position, it would be the Mr. Garcia for his behavior’s apparent violation of the City Charter.
I oppose any actions to remove Chief Williams. She took over a flawed police department and she’s worked diligently to make changes that make the department more community minded, more fair and operate the way a police department should. The police department is made up of individual people with their own prejudices and beliefs and no matter how hard a leader tries they cannot weed out all of the bad apples. No one is perfect but she has tried very hard to do a good job and will continue to.
Carlos Garcia should be given the opportunity to resign. If he refuses he should be removed for violating City Charter Codes!!! Chief Geri Williams and City Manager Ed Z.have been strong leaders for Phoenix and should be retained!f. Councilwoman Ann O'Brien is a recent addition and is proving to be able to help lead the City in the future! For Carlos to ask for her removal is a travesty brought on by his hatred of the PD and his quest for power!
These police contract inhibit transparency. PLEA and MCAO both give too much power to an already corrupt and dangerous police force. These negotiations should focus more on how we can provide services communities need and want rather than increase police presence to “serve and protect”
