1 Ballard Spahr Investigations This item provides a summary of the findings from the investigations conducted on behalf of the City Manager's Office by Ballard Spahr, LLP.

    The results of this investigation, and the process in which it was conducted, embarrassingly and clearly demonstrate the problems with transparency, accountability, and corruption within the PPD. Use the results of these grossly expensive investigations and take action to rein in this dangerous and hateful department. We demand a renegotiation of the MOU and a public MOU process that will allow the city to hold officers accountable for hurting and killing people in Phoenix.

    Carlos Garcia is unfit to be in his position. He is using very immature and unprofessional tactics to try and scare the city into believing that our police department is failing all while he, in fact, is not doing the job he has been given. He is creating catastrophic division and is a hypocrite.

    In solidarity with directly impacted leadership I repeat the demands we’ve stated since November and place responsibility for PPD’s violence in city council’s hands. If City Council wants to actually advocate for true justice and accountability, they need to fire Ed, Jeri, and all the cops involved AND pay reparations to the people whose lives were ruined by these political prosecutions. We don’t need more ceremonial investigations! We need you to defund Phoenix PD.

    FIRE Ed Zuercher, Chief Williams, Sgt. McBride, all officers involved in gang charges against protesters, and all officers who aided in the circulation of the Neo-Nazi challenge coin. Revoke the pensions of all involved officers, including former officers. Disband TRU, DOU, SID, and Assaults Detail. Disband PLEA. AZPOST must decertify all involved officers. Reallocate funding from the disbanded TRU, DOU, SID, and Assaults Detail units for reparations to every person politically targeted by PPD.

    Mayor/City Council, accountability must start at your office; V.M. Garcia violated the law; consequence per the City Charter is immediate removal. Garcia doesn’t represent Phoenix; he consistently incites division within our community.

    Chief Williams is an excellent leader and shown during challenging times. Police units should be rewarded for keeping Phoenix safe from rioters. I support PHXPD and appreciate their service to community.
    C.W. O'Brien to remain on Public Safety subcommittee.

    I am in full support of law and order. Chief Jeri Williams needs to retain her position. Vice Mayor Garcia needs to be relieved of his duties as chief troublemaker with anti-police motives.

If you want to actually advocate for true justice & accountability, then you need to fire Ed, Jeri, & all the cops involved AND pay reparations to those whose lives were ruined by these political prosecutions. We don’t need more ceremonial investigations! We need you to defund Phoenix PD & give the funds back to the community.

    Fire all officials and officers involved in the Ballard Spahr Investigations, Oct. 17th arrests, and the Challenge Coin. Implicate both PLEA and MCAO as complicit entities. Implement the NOCAP Coalitions ordinance during the establishment of any Crisis Assistance Program.

    Dear City Council Members - reminder you serve at the consent of the governed. As your boss and I am directing you to follow City Charter which is your DULY SWORN DUTY; therefore Vice Mayor Garcia needs to be removed from serving as Vice Mayor of the City of Phoenix. Our City cannot tolerate this type of behavior and abuse of power. The Charter is clear - fire Vice Mayor Carlos Garcia. We must RETAIN fine law enforcement personnel, specifically Police Chief Jeri Williams.

    Fire all officials and officers involved in the Ballard Spahr Investigations, Oct. 17th arrests, and the Challenge Coin. Chief Williams, Chief Connelly, Ann OBrien from head of public safety, Srgt McBride, Ed Zeurcher. Implicate Allister Adel for her knowledge and denial. Implicate both PLEA and MCAO as complicit entities.

    Implement the NOCAP Coalitions ordinance during the establishment of any Crisis Assistance Program. It’s time to start a TRUE CAP program endangered communities can trust.

    Carlos Garcia’s public statements calling for the firing of City personnel is more appropriate for an anti-police activist intent on exploiting partial information for his cause instead of waiting for due process to play out and then act. Also, it appears to violate the City Charter and require his removal from office. Mayor and Council, please rise above the emotion and lead. Deal with your own. Get out of the way and let Mr. Zuercher and Ms. Williams do their jobs as they see fit.
