    It is disappointing there is even debate over item #2. Council Members closely examine what has occurred over the last 12 days of protests which included civil disobedience, destruction of private/public property, looting and assaults on officers. Phoenix needs more officers and services not less. Tough times demand tough decisions which should not mean kowtowing to fringe groups. I encourage you to do the right and responsible thing, pass the budget and fully fund the police department.

    We demand the city reallocate $25 million to mental health and youth programs instead of giving the Phoenix Police Department a $25 million increase for salaries. The Phoenix Police Department is statistically ranked one of highest in the country for cases of police killing civilians. The city of Phoenix needs and deserves policing alternatives and investments in mental health and trauma services, education and after-school care, adequate housing, healthcare, and employment opportunities.

The current system of policing is not working and does not serve the community as a whole. we need more mental health services, increased community policing and a strong FULLY funded civilian accountability system No More Money to broken systems!

    I oppose any budget that does not fully fund the Civilian Review Board and the Office of Oversight and Accountability.

    Please allocate $3 million to the Office of Accountability and Transparency and Civilian Review Board in the 2020 - 2021 budget. Mental health for youths in our community should be a top priority. I urge the council to fund youth programs and mental health services by $25 million. Raising the budget for both of these is imperative to gain trust in our community and give our youths the resources they need to deal with any issues they may have.

    I request that the Phoenix City Council fully funds OAT and CRB with $3 million. The City of Phoenix should also reallocate their $25 million budget increase to mental health and youth programs, instead of cutting those programs by 25% in the 2020 - 2021 budget on June 8th.

    I oppose the current budget and request full funding of $3 million to the Civilian Review Board now, not later in the year or after waiting from other community resources to contribute.
