    I am a member of the Greater Phoenix Division of the American Heart Association, currently living in Phoenix. Flavored products are being used by 97% of middle/high school students using e-cigarettes. 62% of Phoenicians support a comprehensive and enforceable ordinance that restricts the sale of all flavored tobacco products. Please ask the City attorney to research all options to address the sale of flavored tobacco products to help keep this younger population from obtaining these products.

    Although I do support the efforts to curb down teen vaping as a business owner and a Phoenix resident, A city wide ban on all products ( Cigars, Cigarettes, Electronic cigarettes, Smokeless Tobacco) will drive consumers to black markets and bordering cities. A decline of sales and tax revenue of these products at phoenix businesses is not a measure of decline in teen vapor use and shouldn't be confused as one. The FDA's deadline of 9/9/2020 for PMTA submissions is fixing the issue properly now.

    The Arizona Public Health Association urges the Phoenix City Council to ask the City Attorney to explore and research options to create a comprehensive local ordinance to restrict the sale of flavored tobacco products (including e-cigarettes) within the City of Phoenix.

    As a struggling retainer in the Phoenix area a we rely on flavored tobacco products sales to our of age customers, especially during these trying times.

    I support a ban on flavored tobacco and e-cigarette product for youth in Phoenix. Our children deserve better. The tobacco industry sells flavored e-cigarettes because they know kids are more likely to try them and become addicted. Tobacco and e-cigarettes pose serious risks to the health of young people. We need to protect youth and build strong public health systems to prevent death and disability from smoking-related illnesses.

    My name is Amanda Gray. I am the Executive Director of the Arizona Petroleum Marketers Association, representing convenience stores. APMA members are responsible retailers of age-restricted products and agree that tobacco does not belong in the hands of kids. While this agenda says vaping, it has been reported that the Chair will pursue a full flavor ban on tobacco and vapor. We ask for a thorough stakeholder process. C-stores are struggling; business owners need a meaningful chance to weigh in.
