Az Revised Statute, POBR gives the “Employer”/ City of Phoenix, the authority to conduct investigative interviews of officer misconduct. The MOU Sect 1-4.B.1. gives “other City Employees”, the ability to conduct investigative interviews. Thus, giving the OAT & CRB the authority to conduct investigative interviews as “other city employees. That part of the MOU must be preserved. That is why they were created under the authority of the City Manager.

If police have access to OTHER officers’ video/audio/reports, this RUINS the integrity of the investigation, and allows them to determine what other witnesses saw and believed at the time.
