    Council, it is completely unacceptable that PLEA is working behind closed doors to gain access to even MORE power and LESS accountability for their 2021-2023 MOU. The changes made to critical incidents, access to body cam footage and extra time before being interviewed are absolutely chilling. Do NOT give these killers more power and more ways to evade responsibility after they harm or kill a community member.

    Phoenix Police Department is one of the most violent, deadly police forces in the nation. It is absolutely absurd and unacceptable that these killer cops should be getting pay raises and pension upgrades. Article 3 goes on endlessly with numerous ways police pay rate should increase. City Council has blood on their hands already, and instead of rewarding PPD with yet more money should deny this change in the MOU. .

    Phoenix PD is already lavishly overfunded, and its habitual excess of violence routinely shames us in the national news. Phoenix PD’s conduct this year has reflected leadership failures at every level. It is galling to taxpayers, and a slap in the face to the members of the communities that endure the brunt of police violence, that PLEA has the luxury of a closed-door meeting to lobby for yet another blank check in a time of tightened budgets.

    Az Revised Statute, POBR gives the “Employer”/ City of Phoenix, the authority to conduct investigative interviews of officer misconduct. The MOU Sect 1-4.B.1. gives “other City Employees”, the ability to conduct investigative interviews. Thus, giving the OAT & CRB the authority to conduct investigative interviews as “other city employees. That part of the MOU must be preserved. That is why they were created under the authority of the City Manager.

    Contract negotiations should not be happening behind closed doors. Pouring more money into one of the deadliest police forces in the United States is not going to help solve any issues with crime in our city.

    It is absolutely unbelievable that the Phx Police budget is almost entirely controlled by PLEA in its MOU negotiations with City Council! How is it possible that no other actual union has this type of power? Negotiations should be public and the PEOPLE should have a say in any and every discussion about how the government uses our tax dollars.

    PLEA is NOT an employee union: it is a political lobby funded by taxpayer dollars. PLEA used our tax dollars to lobby against true community safety and well-being this year by endorsing and supporting political candidates who share their authoritarian & racist views, like Donald Trump and Maricopa County Attorney Allister Adel. PLEA has donated to current elected council members, and D7 hopeful Cinthia Estela.

    Council and PLEA must agree on all terms for the MOU to work. Council you must stop PPD from gaining MORE power to kill, with LESS accountability. Your decision impacts Black and brown lives who are harmed and killed by PPD. Do NOT agree to: delay interrogation after an incident, give officers immediate access to recorded interrogation, leave out past misconduct in deciding discipline, allow officers to use vacation pay while on unpaid suspension, or remove disciplinary records after 10 years!

    Council members, do not let Chief Williams allow officers to work unlimited off duty hours. We do not want cops acting as ‘security’ at public events. Having off duty cops working events does not create safety, instead it actually increases the risk that one of our community members will be harmed or murdered. The community deserves real safety and our only recourse for diminishing the power of PLEA and PPD is for council members to speak up and defend our community’s needs.

    PLEA spends our tax dollars on creating positive public perception and disciplinary defense every time officers brutalize people. People protest to defund an out of control police force, and PPD spends millions responding with even more violence. The City gets sued for excessive force, speech suppression, and other civil rights abuses, over and over. Then PLEA asks for more money to cover PPD's expenses in creating those lawsuits. We know PLEA and PPD can not be trusted.

    The corruption runs deep with our elected council members and most of who associate with them. You are our only defense against the violence of PPD in these contract negotiations with PLEA. But, how can we expect you to listen to our demands when you publicly stated your support for PPD in June, even though thousands of people were protesting against their violence right outside council chambers? Williams, DiCicio, Waring, Stark, and Nowakowski, if you're not corrupt, be transparent!

    The police budget is already bloated while other important agencies and services go without. Despite this, PLEA is still demanding more money for less transparency and accountability to those they purport to serve. These measures will do nothing to solve the problems of modern day policing and will make it worse, leading to more lives lost and more harm done.

    Cops can already review materials before being investigated, but in the new MOU, they want to further expand access. This includes not only evidence against the individual cop, but also any relevant materials involving the case, including audio, video, and reports of other cops. If police have access to OTHER officers’ video/audio/reports, this RUINS the integrity of the investigation, and allows them to determine what other witnesses saw and believed at the time. Trash this MOU immediately.

    The Phoenix Police department is one of the most violent and deadly organizations in the US. Meanwhile they are seeking an increase in pay and more money, while other areas in our community are lacking proper funding. Education has been defunded for years (teachers quit and aren’t paid enough). We need more community development and enrichment. We need more money and resources for homeless and those struggling with addiction. I oppose everything in the MOU. It does not help our community.

    No negotiations behind closed doors. Not in support of anything that gives police more money. Against anything that decreases transparency and accountability. Against anything that gives PLEA more power.

    PPD is one of the most violent, deadly police forces in the U.S. It is absurd & unacceptable that these killer cops should be getting pay raises & pension upgrades. Article 3 goes on endlessly with numerous ways police pay rate should increase. City Council has blood on their hands already, & instead of rewarding PPD with yet more money should deny this change in the MOU. We deserve better from a group of politicians who all ran on platforms to eliminate redundancy and waste in our tax spending.

    The track record of PLEA has shown the public that it has no interest in either protecting or serving the community. We the people have called for urgent measures to be adopted in order to restrain PPD violence, such as banning the deadly carotid hold; to which PLEA responded that police would simply have to shoot and kill more people. This remark is offensive and inadmissible of an agency that claims to work for the community.
