    Negotiations should be public and the PEOPLE should have a say in any and every discussion about how the government uses our tax dollars.
    Not only that, any contract negotiation meetings should be livestreamed and recorded for transparency.
    In addition to this nonsense, it is unacceptable that PLEA is asking for even more time for PPD interviews after a police involved crime. That is unheard of in any other type of investigation. PPD needs MORE accountability not less!

    Phx PD is a violent, racist organization and PLEA has a large part in fostering that hate and violence. Giving the police more money to continue to kill our neighbors, while also holding them less accountable for their actions by delaying internal interviews is horrific. Every time there has been a peaceful protest against police violence, Phx PD has responded with more violence. PLEA contract negotiations should not happen behind closed doors if there is nothing to hide.

    PLEA has proven that it has no interest in either protecting or serving. When the people of this city called for immediate measures to curtail PPD violence, like banning the deadly and unnecessary carotid hold, PLEA responded by boasting that police would simply have to shoot and kill more people.

    PLEA is trying to get itself more money while conducting all negotiations behind closed doors? What do they have to hide? The community knows its nothing good. From delay tactics against victims, more access to audio, and reports (way before family EVER gets to see them) its pretty clear to me that PLEA is just out to get itself more power. I oppose this measure and do not endorse it, and neither should our city council. Put and end to the corruption!

    PLEA spends our tax dollars on creating positive public perception and disciplinary defense every time officers brutalize people. People protest to defund an out of control police force, and PPD spends millions responding with even more violence. The City gets sued for excessive force, speech suppression, and other civil rights abuses, over and over. Then PLEA asks for more money to cover PPD's expenses in creating those lawsuits. We know PLEA and PPD can not be trusted.

    The past decade alone, PLEA has only ever supported hatred, racism, and brutality against the people they are supposed to “serve and protect”. They’ve publicly endorsed every anti-immigrant measure from SB1070 to Joe Arpaio himself, while aggressively pushing the narrative that Black and brown people are solely responsible for all crime and violence in Phoenix. They have NO place in this city to be making demands for more funding and power while killing people on the streets everyday.

    It is absolutely unbelievable that the Phx Police budget is almost entirely controlled by PLEA in its MOU negotiations with City Council! How is it possible that no other actual union has this type of power? Negotiations should be public and the PEOPLE should have a say in any and every discussion about how the government uses our tax dollars.

    PLEA is a violent and deceptive organization that seeks to propagandize and manipulate the public in order to put officers in a better light. They gaslight victims of police violence and seek to diminish accountability. Phoenix PD already takes so much of the city budget and now they want more money? This is unacceptable, we are in a pandemic where people need resources and not more police harassing them and destroying their encampments. Also, do NOT let off duty cops provide service.

    Phoenix PD is already lavishly overfunded, and its habitual excess of violence routinely shames us in the national news. Phoenix PD’s conduct this year has reflected leadership failures at every level. It is galling to taxpayers, and a slap in the face to the members of the communities that endure the brunt of police violence, that PLEA has the luxury of a closed-door meeting to lobby for yet another blank check in a time of tightened budgets.

    Council members, do not let Chief Williams allow officers to work unlimited off duty hours. We do not want cops acting as ‘security’ at public events. Having off duty cops working events does not create safety, instead it actually increases the risk that one of our community members will be harmed or murdered. The community deserves real safety and our only recourse for diminishing the power of PLEA and PPD is for council members to speak up and defend our community’s needs.

    The People of Phoenix are protesting in ways not seen since the 1960s as we demand accountability from one of the most violent police forces in the country. Instead of listening to the people and engaging in a frank discussion about defunding our bloated PPD budget, PLEA is asking for more money and more authority to respond to these protests. City Council has to intervene! We know PLEA and PPD cannot be trusted. Council must see that and vote against giving them even more power and money.

    Phx PD is consistently one of the most VIOLENT forces in our nation with nearly no accountability for officers who offend, hurt, and kill our community members. It is absolutely absurd and unacceptable that these killer cops still roam our streets while getting pay raises and pension upgrades. Given PLEA and PHXPD's violently racist, anti-Black, and anti-Indigenous track records (as recent as this summer), we community members DEMAND Community-led accountability, not PLEA'S secretive deals.

    PPD has done absolutely nothing to deserve a pay raise or pension increases. They have harassed innocent people all summer and have only increased their violence. PLEA actively works to cover up police crimes and makes citizens look like the bad guys for wanting justice. Do not give them this money. If you do, you will all be hypocrites since you all ran on the promise of eliminating tax dollar waste and redundancy.

    Council and PLEA must agree on all terms for the MOU to work. Council you must stop PPD from gaining MORE power to kill, with LESS accountability. Your decision impacts Black and brown lives who are harmed and killed by PPD. Do NOT agree to: delay interrogation after an incident, give officers immediate access to recorded interrogation, leave out past misconduct in deciding discipline, allow officers to use vacation pay while on unpaid suspension, or remove disciplinary records after 10 years!

    PLEA does little more than protect police officers who do not need nor deserve protection. They shield cops guilty of police brutality and encourage hatred and racism by not calling it out nor punishing it when they see it. They do not need any more power. Not only that, any contract negotiation meetings should be livestreamed and recorded for transparency. PLEA should not be given more money, this whole summer has been asking you to defund the police.

    It is unacceptable that the city is funding PLEA when it: shields police disciplinary records from future efforts to publicize Brady lists, misleads the public about civil unrest, produces intentionally misleading and incomplete footage of critical incidents (while fighting against release of the complete footage) and undermines the City’s occasional accountability efforts by lobbying other branches of our government, like the legislature, to protect police from public movements.

    Here are the things we would like to make clear to PLEA and the City of Phoenix:

    No negotiations behind closed doors (livestream the contract negotiation meetings)
    Nothing that gives more money to cops
    Nothing that decreases transparency and accountability
    Nothing that gives PLEA more power

    Transparency between communities and the law enforcement that serves them is crucial to any progress in decreasing police violence. Thank you for considering this comment.
