I strongly oppose this measure. It contradicts the city of Phoenix’s core values of embracing diversity, teamwork, and honor and respect. Please do the righteous thing and discontinue any measures that support PLEA.

PLEA is NOT an employee union: it is a political lobby funded by taxpayer dollars. PLEA used our tax dollars to lobby against true community safety and well-being this year by endorsing and supporting political candidates who share their authoritarian & racist views, like Donald Trump and Maricopa County Attorney Allister Adel. PLEA has donated to current elected council members, and D7 hopeful Cinthia Estela. Arizona wants accountability, not publicity stunts

The city spends more money on the murderous Phoenix police than any other city department. All contract negotiations MUST be livestreamed in full with opportunity for public comment. PLEA is trying to increase their power, get more money for the already overfunded Phoenix police, and they're trying to make this already secretive department less transparent. This is entirely unacceptable. The public has a right to full transparency and a say in how our money is spent.

I strongly oppose the contract. Negotiations can not be allowed to happen behind closed doors and Phoenix PD’s conduct as one of the most violent police forces in the US warrants further accountability and transparency, not budget increases.

Strongly oppose. Negotiations need to be made public.

This will empower police and harm our community. Negations need to be public.

I strongly oppose any additional funding of the Phoenix Police department and believe that there needs to be full transparency and accountability which is something Phoenix PD severely lacking in their operations. Negotiations should not happen behind closed doors - they're funded by our taxes. All decisions should be public knowledge and influenced by the comments and concerns of Phoenix residents.

Council members, do not let Chief Williams allow officers to work unlimited off duty hours. We do not want cops acting as ‘security’ at public events. Having off duty cops working events does not create safety, instead it actually increases the risk that one of our community members will be harmed or murdered. The community deserves real safety and our only recourse for diminishing the power of PLEA and PPD is for council members to speak up and defend our community’s needs.

I oppose any increases in funding to the Phoenix Police Department and strongly support providing full transparency and accountability, a subject in which Phoenix PD is severely lacking. The community at large needs to be involved in all negotiations regarding this as we are truly the main stakeholders. The past has shown that these secret contract negotiations serve no purpose other than benefitting Phoenix PD and needs to change.

The people are protesting in ways we have not seen since the 1960s as they demand accountability from one of the most violent police forces in the country. Instead of listening to the people and engaging in a frank discussion about defunding our bloated PPD budget, PLEA is asking for more money and more authority to respond to these protests. City Council has to intervene! Council members should be denying these absurd requests, and instead diminish PPD’s power altogether and defund the police.

The public has had enough of mob rule by PLEA in the city of Phoenix. No more secret negotiations so cops can collude with the city to increase their power. No more corrupt deals to line the pockets of cops and their union. The community demands full transparency and accountability. Council and Mayor, you need to ensure a public process for this contract negotiation. The MOU has a direct impact on everyone in this city and people should have a say in how it's drafted.

PLEA spends our tax dollars on creating positive public perception and disciplinary defense every time officers brutalize people. People protest to defund an out of control police force, and PPD spends millions responding with even more violence. The City gets sued for excessive force, speech suppression, and other civil rights abuses, over and over. Then PLEA asks for more money to cover PPD's expenses in creating those lawsuits. We know PLEA and PPD can not be trusted.

In their goal to protect officers rights as an employee, PLEA has completely subverted accountability in a profession that has demonstrated to be deadly to margnalized populations and inefficient to solving problems and at best. PLEA's requests are tone-deaf to the violence their officers inflict. The contract should mandate open negotiations with the entirety of the community, no increase in funding, and no reduction in what is left of transparency and accountability within the department.

I strongly oppose any additional funding to Phoenix police department as their budget is already overinflated. The city of Phoenix should not be promoting hate and violence by giving more money to their militant police force. I believe there should be no negotiations behind closed doors. The people of Phoenix want transparency and accountability. PLEA has shown time and time again that they are a force of violence and brutality.

I strongly oppose. Our city must divest from Policing-obsessed culture and allocate those resources where they would be better utilized. (Low-income housing development, better public transport, education)

How is PLEA even allowed to still be negotiating this contract with their violent track record and racist political ties? For the past decade alone, they have only ever supported hatred, racism, and brutality against the people they are supposed to “serve and protect”. They’ve publicly endorsed every anti-immigrant measure from SB1070 to Joe Arpaio himself, while aggressively pushing the narrative that Black and brown people are solely responsible for all crime and violence in Phoenix.

I strongly oppose any additional funding of the Phoenix Police department and believe that there needs to be full transparency and accountability which is something Phoenix PD lacks severely. Negotiations should not happen behind closed doors. All decisions should be public knowledge and influenced by the comments and concerns of Phoenix residents. Phoenix PD has proven themselves to be one of the most violent police force in the country! ‘Reform’ and overfunding is not providing us safety.

I oppose because I am against funding PHXPD. The department is overfunded and violent. I want more accountability, not more funding for the police.

I oppose, specifically, the PLEA MOU. I ask the City to strike the following items in Sections 1-4 of the current MOU when preparing the upcoming MOU: 1) B4, that gives officers access to evidence against them prior to investigation; 2) G1 and G4 and the use of NOIs; 3) F8, that allows suspended officers to use vacation time; and 4) E5 and E8 that effectively wipe records of misconduct. Lastly, I oppose the practice of negotiating the PLEA MOU behind closed doors.
