Please keep the funding for the CAP intact and please keep it under control of the fire department. As a taxpayer, this is the type of program I would like to see the community support. It is in the best care under the fire department as they are the most knowledgeable and best-equipped for these scenarios. It should stay this way and is crucial to our citizens.
As a Capt. with the PFD I've witness first hand how the CAP has invaluably assisted the residents of PHX in times of crisis, tragedy, and loss. The CAP would be even more effective with the appropriate funding. Those who volunteer with the CAP are indeed first responders and it is a great benefit to the citizen of PHX that the CAP program works closely with and operates in concert with the PFD. It would be a detramement to our communities to not have the CAP as a First Responders program.
I urge Council to include the $2.8M for Climate Change and Heat Readiness initiatives in the final budget. This investment will increase the community’s capacity to prepare for and respond to both extreme heat events and the increasing frequency of high temperature days; increase shade canopy and ensure equitable distribution of City services. Investment in climate, sustainability, environmental and equity leadership and programs must be a permanent and critical part of the City’s operations.
I volunteered on the CR van back in 2000. This is a great program that does a lot of good. For 25 years it has been staffed almost entirely by volunteers. It deserves funding and not to be wrapped up in politics. This program directly benefits members of the community dealing with tragic loss, moment of crisis, loss of home, behavioral emergency, and much more. Please keep this program with the Phoenix Fire Department and give it the funding it needs to continue to support our citizens.
I have had countless interactions with the PFD CR program. They have assisted me with providing direct counseling for victims of violence, families of the deceased, first responders in crisis, homelessness, and victims of fire loss.
This year’s budget gives the PFD CR program the funding and resources it needs. It should stay in the fire dept. This allocation will allow the program to build on its foundation with the success that everyone in PHX will benefit from.

Mayor Gallego and City Cluncil,
This city is a great place to live and raise our families. The Community Assistance Program operates on a minimalist budget relying on the support of volunteers, all of whom are professionals in the field of mental health and crisis response. Their impact to our community is invaluable, and their work selfless. They support our citizens during times of tragedy and loss on the front lines with our first responders. Please support them as they do our citizens.
Thank you for your forward thinking in developing these initiatives, which will support the city's health, equity and quality of life.
Please keep and fund CAP under Phoenix Fire. They recognized this need over 20 years ago and created a solution. That is what they do. When people are hurt, suffering, or need saving, they rush in. They are the most trusted, experienced and equipped to run this program. Where were these activists 5, 10, 15+ years ago? The need was there, but they were not. Now that there are millions on the line they come in with insults and a list of demands using organizers that are not even from our state.
I live in Phoenix and work for the COP. On the daily basis I see how the FD and the CAP serve the community. As an effective team they help citizens with psychological, behavioral, and emotional crisis. They effectively provide resources for displaced families. It’s critical CAP stays under the FD and continue with the current response model to keep providing added-value customer. I kindly ask you continue to support the CAP function under the FD so the citizens can continue to be taken care of.
The Community Assistance Program (CAP) is a group of dedicated, professionally trained individuals who provide 24-hour on-scene crisis intervention and assistance to the citizens of our community.. I respectfully ask for your support to keep this program within the Fire Department. I am a native Phoenician and served our community with PFD for 37 years. I know first hand the tremendous work this program provides for our community. I appreciate your support for public safety. Thank You
As Phoenix firefighters we are called to serve the public on their worst day. I have witnessed first hand countless times the CAP has responded to help victims of violence, grieving family members and our most vulnerable populations. Every time they have exceeded my expectations in providing world class care and compassionate service in stressful and highly emotional circumstances. I urge the mayor and council to fully fund the CAP and these behavioral health PROFESSIONALS.
Phoenix Fire and CAP have worked hand in hand for over 20 years. It is a partnership that should remain in tack under PFD and funded to meet the growing needs of our community. By being the first responders to assess and administer care as needed before CAP personnel can take over and assist in the situation is why it works. This partnership saves lives and should remain with the PFD who are this cities greatest emergency, public health, and first responding professionals.
Mayor and distinguished Council, as a Father of a daughter who struggles with mental illness and a Captain with the PFD, i urge you to support the CAP program. Over the years I’ve worked along side these Wonderful professionals and see the incredible work they do and know how they’ve helped so many in need. I support passage of this budget and strongly encourage you all to vote in favor of it, and to finally deliver the financial support to this much needed program for our community. Thank you.
Elected, thank you for your service. As a retiree w 34+ Yrs. (PFD), I recall a time when our firefighters would extinguish a home fire or X-port an elderly person suffering a heart attack to the hospital, wish the family left behind “good luck” and go back in service. Our teams didn’t have the resources, skills, or time to assist further. Now we leave the suffering customer(s) in the care of these compassionate and skilled Crisis Care professionals. WE (our community) NEED THIS CRITICAL SERVICE!
Being the fire service for 20 years I have seen first hand the POSITIVE results from a great CAP. The fire dept and CAP have a great working relationship and the FD continues to support and foster great care with the program. Critical infrastructure has already been established so why move it just be we have a good working relationship with PD? The two have different service models and missions. FD's is truly to deliver excellent customer service as we do, With the help of the CAP. Keep with PFD
As a firefighter paramedic for the City of Phoenix, I have seen first-hand how the CAP program has stepped in during some of the lowest moments of Phoenix residence’s lives. I cannot place a value on what these people do to help bridge the gap for our customers by either providing clothes, emotional support, a direct link to other resources/ helpful programs or as we have all seen many times, a shoulder to cry on. This program directly helps shoulder the burden of our community during hard times
Please keep the CAP program as part of the Fire Department. For 25 years CAP and PFD members have helped our citizens on the worst day of their lives. CAP and Phoenix Fire have a symbiotic relationship and both are able to provide the highest level care when they work together. Your support is critical if the CAP program is to continue delivering outstanding care.
I support item 1. Keep the CAP fire based.

Thank you for building the parks in Laveen and South Pheonix!
Thank you for listening to residents about the need for parks in SW Phoenix, especially the park at 55th ave and Samantha!
