I strongly oppose this proposal. We need less government, not more. This proposal I believe, has the “hidden agenda” of intending to DEFUND our Local Law Enforcement. I fully support the hard working law enforcement officers that put their lives on the line everday to serve and protect our community. This proposal, I believe, has a very un-patriotic and un-American agenda.

Sec. 20-5 Subsection D is discriminatory. This Council can not adopt an ordinance that discriminates against who someone loves. Using language like this is a slippery slope. The fact that all other qualifications someone may have through education and work experience is voided because they have an immediate family member who is/was law enforcement is unacceptable in 2021. The true colors of this ordinance becomes clear when discriminatory language is written in. Phoenix is better than this. NO

Domestic violence deaths INCREASED 180%, homicides INCREASED 44% & gang violence TRIPLED!! NO TO 89!!
I support the ordinance adding Chapter 20, the creation of the Office of Accountability and Transparency (OAT) to the City of Phoenix Code. This is a step in the right direction. We must stay diligent and vigilant in our efforts to create safe and supportive environments for all Phoenix community members, especially for our marginalized and communities of color.
I am for accountability and discipline when officers do not follow protocols and break the law but this systems is not the best way to do so. 75 positions are far too many

I support approval of the ordinance to establish the Office of Accountability and Transparency. This is likely the most significant step towards mending relationships and building trust between the Police Department and the citizens they serve.
After 20 years of advocacy and serving on various City of Phoenix Police Community Relations Committees, I support formal approval of the rules to create the Office of Accountability and Transparency (OAT) ordinance. This is a groundbreaking step in the right direction. Thank you for taking the time to hear our issues, receive recommendations, and holding public meetings to identify best practices for the creation of the (OAT) Ordinance, to improve Police practices and community relations.
OAT should cover all Sworn Personnel; PPD must not be involved in Directors recruitment; unable to do Independent Investigations; PPD must not be able to create Internal Investigations and Discipline policies and insert them into reserved sections after public comment has closed; no process to resolve Internal Investigations when the OAT & PPD disagree on the sufficiency of the investigations; OAT’s requests for doc’s and info can be denied with a written excuse; discipline proportionate to harm
