    Any police department budget should meet the following conditions.
    1. A million dollar boost, w/ a plan for annual increases, to the budget of Office of Accountability & Transparency (OAT)
    2. Expanding mission of OAT to review/veto appropriations to and within the PD.
    3. A budget for OAT to develop in-department programming.
    4. An OAT-approved plan to demilitarize the PD.
    5. Funding a long-term (ASU-partnered?) sociological study of PD norms, needs, and culture, w/ results informing PD policy.

    I fully support the funding all all public safety. Phoenix is one of the fastest growing cities in the US and need their police officers and fire fighters. If we do not fund any program we will lose amazing officers to other cities and or to federal careers that will not help Phoenix at all. I fully support the budget that includes complete funding of public safety.

    I oppose a budget that does not fully fund an OAT — we need more civilian and public oversight of police and law enforcement misconduct, now more than ever. Our fully militarized police force should be more than capable of withstanding a budget cut that could be allocated to public ed programs / resources that truly need the funding to withstand the long-term adverse repercussions of COVID-19. If not from the police budget, dollars NEED to be found for OAT to effectively hit the ground running.

    I strongly oppose the currently proposed budget. Instead of increasing the power of an already-deadly police department, shift the increase in funding from the Phoenix PD and reinvest in our community, in education, in mental health and trauma services, housing, and after school programs. With the third most deadly PD in the US, we deserve alternatives to policing.

    There are some changes that need to made considering recent events, but the actions of a few should not hurt the majority of the good Law Enforcement officers that protect us every day. I am concerned what would happen if people felt the need to protect themselves with no law and order. I fear it would look a lot like what we saw with recent looting and riots. We need effective Law Enforcement that is properly funded and supported by this community.

    This year has proven more than most why we need all police departments to be fully supported and fully funded. Please don’t prove yourselves to be reactive. You were elected to be proactive and safeguard your community. Defunding the PPD will put the entire community at great risk and you will be accountable for that if you choose that path. I respectfully request and strongly encourage you all to work towards safeguarding your constituents.

    Calling for public funds to be turned away from the Phx PD would wreak havoc on our communities. Last week was a chilling display of what happens when police are overwhelmed. Looters rampaged cities already reeling from months of a deadly outbreak; we need more policing, not less. The officers know the communities where big #s of crime occur-take a ride along and experience first hand how critical officers are. Defunding the PD and suggesting that police are ineffective is a flawed strategy.

    THANK YOU FOR LISTENING. Thank you for opening your hearts to listen to first-hand accounts of police violence that occurs in our city. The PHXPD receive the most funding of any office, undeservingly. I SUPPORT THIS BILL. I SUPPORT A BALANCED BUDGET THAT DOES NOT DISPROPORTIONATELY SUPPORT A MILITARISTIC COMMUNITY. I WANT TO SEE TAXES USED FOR COMMUNITY SUPPORT, FOR SECTION 8 AND AFFORDABLE HOUSING, FOR INSTITUTIONS THAT INCREASE THE QUALITY OF LIFE AND DECREASE THE NEED FOR OVER POLICING!

    I fully support the Phoenix Police Department the officers go above and be on their duties they are overworked and under appreciated. They were there working the front lines of Covid and the riots. They put their lives on the line every day please do not take their funding away.

    Our officers deal with enough as it is, defunding them would only create get another barrier. When Covid hit everyone got to stay home or adjust to be safe while our officers continued to put their lives on the line to support the community. Phoenix PD is more than just what is in the media currently. It was just weeks ago that we were thanking our first responders. These men and woman work hard, let’s support them during this time just as they do their community daily.

    Show the Phoenix Police Department that the city has their back by not defunding them. They are already understaffed and underpaid do not create more problems by not funding them.

    I support the Phoenix PD. The city needs these officers. The year 2020 has been tough, but the Phoenix PD has kept the streets safe through covid19 and now through the riots and the looting. They put their lives on the line every single time they put on their uniform. Yet the choose to continue to do it day in and day out for the good of the city and it’s people. The officers deserve more, please fund the Phoenix Police Department.

    I have witnessed firsthand what the men and women of Phoenix PD do for their community. I highly suggest that you go on a ride along and see the good they do. They provide a viral service and are already understaffed and underpaid

    Please do not take funds away from our police department. They perform a vital service for the citizens of Phoenix. Have we suddenly developed a decreased need for their services in our city? Where is the data to support that idea? I believe we need a fully-funded police department now more than ever, given the volatile situation in large cities across our nation, which apparently can erupt at any time.

    In its current form, the Phoenix PD will account for nearly 60% of the city's entire budget. The Office of Accountability and Transparency would account for roughly 0.03% of the city's budget. The least the council can do, if it refuses to invest in the community (libraries, parks, econ. development), is to fund the OAT. If not, we have learned nothing from the death of George Floyd. Good cops should have nothing to fear -- they're getting a budget increase, despite a COVID-related shortall.

    I highly suggest you take a ride along with one of these police officers to see what they deal with on a day-to-day basis before you decide on the defunding them. They are already understaffed and underpaid defunding the PPD will only create more problems. With less funding you will only attract unqualified candidates to apply in the future. Let’s give them the funding they need so that they are better trained and have the tools they need.

    It is unacceptable that the council would even consider cutting a budget for our police department. They have worked tirelessly through Covid and now protests. They prove again and again that they are professional. They treat our citizens exceptional well and all but a very small minority support and appreciate them. There is no reason or need for an oversight committee. They have PSB, body worn cameras and a civil service Board filled with citizens already. Stop letting a bitter few drive you.

    I oppose any budget that does not fully fund the Office of Accountability and Transparency and the Civilian Review Board. Phoenix must adequately fund these organisms in order to ensure the security of all residents and work towards establishing trust in public safety.
