I OPPOSE Item 63. The increased issues of homelessness/houselessness in Maricopa county is being exacerbated by the global pandemic and factors that fall outside of the hands of the people who are affected by homelessness/houselessness. It is morally objectionable to criminalize Phoenix's unhoused population for simply trying to survive.
Criminalizing homelessness must not be tolerated. Anyone who wants to disappear unsheltered people into the criminal injustice system, just because they don't like having to see "the problem," has completely lost touch with their humanity. You must oppose this measure AND publicly call it out for what it is: This is an inhumane and cruel tactic used by people unwilling to actually DO anything to end suffering and ensure everyone in this city has their basic needs met.
Show houseless people some humanity! The city cannot drag this out any longer. Over 500 unsheltered people died in the past year while 500 a month were turned away due to lack of beds at the Human Services Campus. The city is responsible for these lives, and neighbors should feel some obligation to show basic decency and compassion. Target the root causes of houselessness first. Put people over property today.
This is a terrible idea that will not solve the root cause of the issue. Council should be focusing on compassionate action that increases shelter for our unhoused communities, not approving callous NIMBY requests. First and foremost, this ROW abandonment is insulting and dehumanizing. It is also reckless in terms of planning, zoning, and development, and will clearly disrupt all manner of City services, as evidenced by City Staff comments.
This proposal was rightfully found to be illegal. Further criminalizing houseless folx is inhumane and especially cruel given the shelter bed crisis happening right now. I urge City Council to oppose this item once again.
