1 Discussion and Consideration of Citywide Face Covering Policy

    Arizona is #1 in new COVID-19 cases. As the largest city in the state, we need to lead by example and flatten the curve. A mask mandate can help us do that. Especially with so many people not practicing social distancing and going on as if things are normal, we need a mandate.

    Please support mandating the wearing of masks in all commercial businesses open to the public. If you want the public to go back to work and to spend money at restaurants, etc. you must put in mandated mask policies that will help customers regain trust and be willing to go back out and spend money. PERIOD. All employees and all customers must wear masks. That's the only way it works.

    Arizona is facing a health crisis. The LEAST we can do to help protect each other is to wear a mask. I support this measure and encourage City Council to enact this policy post haste!

    I oppose city wide mandated mask usage. Businesses can choose to require or refuse service. Common sense should be used where possible instead of regulation.

    I STRONGLY OPPOSE any ordinance concerning face coverings. WE ARE ADULTS here, WE ARE NOT children NOR SLAVES! You go TOO FAR beyond your authority in a FREE society with such a scientifically CONTROVERSIAL and UNPROVEN, OVERREACHING, NANNY STATE measure. As a person with asthma I will not wear a mask regardless of your decision today, because I CANNOT wear one "safely" and I WILL NOT wear one. As they say, "my body, my choice."

    I strongly support this policy. Masks are designed to slow the spread of this disease and try to control the droplets in the air that come into contact with surfaxes and ultimately humans. It is not going to be 100% effective, but it could stop from some people contracting it. I am immunocompromised and suffers from chronic lung/breathing issues and am doing my part for my health and my community. This is for the safety for our community as a whole.

    I 100% support. Science is clear that masks mitigate comm. spread, & we don't have time or resources to continue to allow what has occured here by allowing individuals to make the decision themselves. Having been out & about in my community for essential services, the #'s of people voluntarily wearing masks is disturbingly low. Our city government has an obligation in this public health crisis by this enacting this requirement, sending an unambiguous message AND enforcing that requirement.

    Mitigation Strategies Work. The evidence for that is clear, especially in Arizona, where the number of hospitalizations for COVID19 is at its HIGHEST number to date. I am an NP, and my RN colleagues are exhausted, overwhelmed, and becoming infected themselves. Our hospitals will not be able to provide adequate care if these rates of infection continue. Immediate action is needed by the Council, this is a PUBLIC HEALTH CRISIS. Please act immediately and vote in support of mitigation strategies.

    I support the city requiring masks to be worn in this current situation. If all of our citizens were choosing to heed the advice in the interest of public health it would not be necessary, but unfortunately, many choose to not wear masks and it is endangering the health of me and others when they make this choice. Please require the wearing of masks when social distancing is not possible.

    I strongly oppose, especially without clear information and guidelines on how this will be enforced. I also oppose for the following reasons: It is a severe overreach by the government, let individual businesses decide. Stain on first responders. Lack of scientific evidence that cloth masks are effective. Studies suggest wearing cloth masks can be detrimental due to lack of healthy oxygen flow and an increase in bacterial lung infections. Lack of education on proper use and cleaning of masks

    I strongly support the citywide mask policy! There are many reasons why that others will have mentioned that I do not need to repeat. Based on current data allowing people to decide has not worked! This is a public health issue and as such one of your primary responsibilities. We mandate and pass laws for other safety issues, this is the most important one today. Nobody wants another lock down. This can help avoid it.

    I STRONGLY support the use of face masks for the City of Phoenix. This will then allow schools to mandate the use of masks to protect teachers and the at-risk persons students in our city will be coming home to. The CDC and WHO recommend the use of facial coverings when in public spaces to reduce the transmission of air-borne virus transmission. Arizona's cases are through the roof, and CNN just said that thousands of people were saved from the virus by wearing a mask.

    I support a citywide face covering policy. The increasing number of cases and infection rate make is clear a policy is necessary.

    This is a no brainer! The CDC recommends wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain (e.g., grocery stores and pharmacies) especially in areas of significant community-based transmission.

    I strongly support the need to wear masks. AZ's cases are rising by the day at an alarming rate - how bad does it need to get? Look at the other areas that have spiked and what they did to get control back - we need masks yesterday. This does not negatively impact people. This does not threaten their rights as Americans. What threatens our lives is this virus and people being so self-centered and inconsiderate that they are unwilling to temporarily wear a mask to protect themselves and others.

    I also oppose requiring masks be worn outside the home. I can understand businesses choosing to require masks while at their establishment or, possibly requiring that masks be worn in large public events where distancing cannot be maintained.
    It is a gross overstep of power to require the use of masks anytime someone is outside of the home. It is not reasonable nor beneficial to require the use of masks while walking, jogging, biking or during family outings, etc.

    I oppose the mandatory requirement to wear masks for the following reasons: 1) the science is not settled on the effectivity of masks, the mesh of the mask is too big making them ineffective. 2) masks can impede the flow of oxygen into the body putting people in hypoxia range (less than 92%). This is unhealthy! The City needs to provide the science that shows this is safe for us to wear at all times before rolling this out. They also need to be specific on enforcement. How will this be done?

    I support the use of face masks. As an RN and someone who cares about the wellbeing of PHX citizens, masks are imperative to protecting health. The CDC supports the wearing of face-coverings & research shows this is most effective when the majority of people wear them. This decision cannot be a personal one, because the purpose of masks is to protect others. Our hospitals are at risk of being overwhelmed if people continue to put their personal "freedom" above the wellbeing of their neighbors.

    Maricopa County is now a world hotspot for COVID-19 spread, which has come as a direct result of reopening prematurely, not requiring businesses to follow effective infection control measures, and not requiring masking. A universal masking mandate is the bare minimum to slow the surge of COVID-19, and is supported by clear, empiric evidence. I support a mandate on citywide masking for the sake of my patients, my family, and my fellow Phoenicians.
