71 Amend City Code - Ordinance Adoption - Rezoning Application Z-58-19-7 (Chicanos Por La Causa PUD) - Northeast Corner of 6th Avenue and Broadway Road (Ordinance G-6716)
I strongly oppose the method in which CPLC claimed affordability through median family income of Maricopa County and Parts of Pinal County instead of by the project's local zip code. This represents a skewed basis of affordability that residents of South Phoenix won't be able to meet. This is predatory behavior by developers that has lasting effects on this community. This is stolen wealth and threatens to displace our neighbors.
Chicanos Por La Causa has failed to center our most directly impacted Black residents. This development is inaccessible and not affordable; it will actively push people out of their own neighborhoods. Throughout the process, CPLC ignored the asks of Black-led organizations and failed to intentionally engage with the community. I firmly oppose the CPLC development project. Vote no.
CPLC is claiming this project is affordable based on inaccurate metrics. this is transparent predation, certain to displace those in S. Phoenix who need housing most. based on the standard practice to determine affordability 76% of Black people could not afford to own, and 54% could not afford to rent, property in CPLC's project. this is an anti-Black effort at profit, and city council must vote against this resegregation.
I have been a South Phoenix resident for most of my life. We have family of all races that live here and have continued to be model citizens within our communities. It becomes unsettling when Chicanos Por La Casa is using funding paid by our tax dollars to build housing developments in neighborhoods we grew up in. While not allowing organizations who are trusted advocates of our communities to attend this decision. Chicanos Por La Casa has been out of touch with the community as a whole.
SMVPC made an overwhelming vote to deny CPLC with good reason. Their affordability model is skewed and predatory, not actually benefiting the community that CPLC claims to serve. On multiple occasions CPLC flat out REFUSED to engage Black-led orgs and have conversations about issues that South PHX residents face. They have arrogantly rejected community feedback and we need to set a precedent for future projects on Central Ave. that self-serving, harmful developers will be denied.
What can I say? It feels highly inappropriate in general but in particular this climate to continuously bow down at the altar of the holy dollar for the sake of a motion/movement that directly engages in gentrification. Reducing and removing the ability of a community composed primarily of POC to exist/survive in their neighborhood is, simply put, mean spirited/selfish OR absolutely idiotic if you claim to not understand the implications of a decision to provide ‘affordable’ housing.
As a District 8 resident, I strongly oppose this development project. This project has been opposed by the local planning committee and will displace local residents. CPLC used misleading income statistics when applying for this development by stating the income of the greater area, not this specific zip code, which is significantly lower. It’s NOT affordable housing if most of the residents already living in the area can’t afford it.
CPLC has refused to engage with the community about this development. They have used predatory development practices to inflate the average median income of this area (using the County numbers instead of the zip code numbers) in order to gentrify a neighborhood whose residents will be displaced. This development will be the direct cause of gentrification and resegregation. VOTE NO!

This proposal does not deliver on its promise of affordable housing and, in fact, displaces residents in the area. This project lacks community support and is anti-Black, and therefore cannot be approved by the City Council.
I am deeply disturbed by l CPLC’s proposal of a development project in South Phoenix. As someone who grew up in Los Angeles, I saw my family move from place to place after not being able to afford housing. This was not a unique situation and I see Phoenix doing the same. We cannot displace families, and generations of Phoenicians who are improving our community. This becomes a greater problem when we already lack affordable housing. I urge you to oppose CPLC’s development project.
I have recently learned about the specifics of this project and I am appalled. I am so grateful to my community for making me aware of the issues that are affecting us and opening our eyes to the reality of this world. I strongly oppose this measure. This looks to be an attempt at further gentrification and displacement. Stop putting profits over people.
I oppose Motion 71. CPLC refused to engage with the community to understand the negative impact this would have on the surrounding neighborhoods. They are also using median income to qualify affordable housing which is skewing their results. CPLC has shown a lack of concern and empathy around the negative impact this development would have on the community and should not be permitted to move forward.
Please do not approve this development project. It is opposed by local residents, and will displace folks who need affordable housing. Do not put more people on the streets and make our homeless problem worse than it already is.
