    Effected parties of the public should be given access to recordings/documentation IMMEDIATELY after incident. Police are public servants, and NONE of their contract terms should be negotiated away from the served public. Police pay should be negotiated with a public oversight committee and not through union.

    We continue to see cuts in services in our community as one of the most violent police departments in the country is asking for more money and less accountability. This is unacceptable. Council must reject a police contract that rewards cops to not change. Nothing that gives more money to cops. Nothing that decreases transparency and accountability. Nothing that gives PLEA more control. Our communities demand better.

    This meeting and the decisions being made are highly suspicious and a betrayal to the citizens of Phoenix. We overwhelmingly demand access to our tax dollars for services other than militarization of police. Healthcare, including a focus on mental health, and funding programs to aid the homeless community in our city FAR outweigh the need to pay PHXPD more of our money.

    Abundant problems in policing around the US and specifically in Phoenix make clear that police unions have way too much power to protect violent cops. This means there is no accountability for bad actions that leave so many citizens fearful for their lives when police are supposedly there to "protect and serve." To turn this around, I ask that you vote against increasing police budgets and allowing negotiation behind closed doors. PLEA has far more power than they should. NO MORE!

    I oppose this because our communities deserve full transparency. PLEA continues to ignore the needs of the people and chooses to operate from a place of violence. We need community investment, not more privacy and power for intimidators and instigators. Vote NO!

    I oppose because it is time that we stop the excessive fund allocation to/empowerment of PHX police by way of depleting support for community resources. I strongly oppose any contract which perpetuates the absence of accountability and transparency from PLEA.

    I strongly oppose this measure. Phoenix police department is one of the most violent departments in the country. We need to seriously address things in order to make a change. Keeping status quo will lead to more violence without a doubt! No negotiations behind closed doors. Nothing that gives more money to cops. Nothing that decreases transparency and accountability. Nothing that gives PLEA more control. We are your constituents and we demand better!

    I oppose this because I think we need to be working towards a city that invests in communities and in resources. I oppose contracts which decrease transparency and accountability. The people of this city have been asking for transparency and accountability for too long. No more contracts like the one proposed in this item. I oppose the MOU.

    I strongly oppose anything that increases PLEA’s power and increases funding for the PHX PD, one of the most brutal and oppressive police forces in the US. There needs to be more accountability and transparency and no negotiations behind closed doors.

    PLEA has refused to adopt real reforms to policing in our city. We must not reward their unwillingness to adopt real accountability and transparency measures to Phoenix PD. Vote no.

    PLEA’s power must not increase. PLEA’s contract should not be changed to decrease police transparency or accountability. Do not agree to remove disciplinary records after 10 years. Do not agree to delay interrogation of officers involved in incidents.
    The community must be involved in determining more alternatives to policing. Phoenix PD would already be smaller if priority were placed on well-funded, appropriate providers to respond to the community's mental health, housing, and other needs.

    As a citizen of this area, I can’t support anything that increases funding to the police, gives more power to PLEA, or allows negotiations behind closed doors.

    The police are an inherently racist and white supremacist institution and every racist institution must be abolished. Stop investing money, resources, and power into protecting and upholding white supremacy - put it into the communities that actually need and deserve it! Disband PLEA and Phx PD.

    The city as a purveyor of utilities to the public should be home to best available talent in the industry, they way you get the best is to pay a fair wage and treat your people right.
    These workers deserve to be paid at a competitive rate with others in the industry, The results of the cities class and comp. study show these workers are being paid far below their peers working for other municipalities and at one time not too long ago, the City Of Phoenix was the best.

    Phoenix PD/PLEA needs to stop holding closed-door decisions on funding. It is another display of our police forces holding too much power and control without concern for how is locals opinions on matters. Policing intimation tactics and political persecution has been increasingly seen in our streets. Our community is tired of the lack of transparency within the entire process. NO more additional funding for the PHX PD!!!
