44 Adoption of the Tentative 2020-21 Annual Budget (Ordinance S-46650)

    The City of Phoenix should consider allocating more funding to the development of our urban communities. We need to address issues impacting civilian quality of life such as poverty, unequal housing, rising unemployment, and a mental health support system. By enhancing social services, we promote change from within rather than expecting the Phoenix Police Department to solve every small social problem that arises. The $52 million dedicated to community development and enrichment is not enough.

    The police do not need to be a paramilitary group. They have military equipment and a military budget, we need education. All you get from militarizing the police is 'war' waged on the citizens. We need peace, that comes from knowledge and education. Once that education and knowledge becomes wisdom it can be passed along to upcoming generations who will hopefully never have to witness or deal with anything close to what we are seeing in present times and throughout the entire history of the USA.

    I implore the city council to fully fund both the Office of Transparency and Accountability as well as the Civilian Review Board in place of proposed increases to police funding.

    Please reconsider the proposed $944,680,555 allocated to our public safety department for the 2020-21 fiscal year. Rather, please redirect these funds to educate, heal, and support our community by increasing the current proposed budget for community development and community enrichment and education.

    In line with many of the comments below, I oppose this budget as presented because the Office of Accountability & Transparency and Civilian Review Board are devastatingly underfunded. These should receive more than the $400,000 currently allocated and should be more in line with original projections of $2.5-$4 million.

    I strongly oppose the $900 million allocated to police programs in this budget. Instead, increase funding for community development and enrichment, and allocate $3mil for the civilian review board, to hold police accountable.

    The Phoenix PD is ranked highest in the country for killing civilians. The public safety and police budgets need to be highly stripped and distributed to alternatives, including mental health, trauma services, education, housing, healthcare, and employment opportunities. Also, these redistributed funds NEED to be geared toward helping Black people and all POC because they are currently NOT.

    I urge you to reconsider this budget and defund the police by 25% and move that money into programs that create safe and healthy communities. You must pass a budget that prioritizes healthy communities, NOT police pay raises. You must pass a budget that supports police accountability. Hold these cops accountable for their actions. We want an end to collaboration between Phoenix Police and ICE.

    The Phoenix Police Department sets records for being one of the most violent, with the most shootings in the country. They need to be held accountable! Fully fund the Police Civilian Review Board.

    The police need to be defunded. It would be more productive to use that money for things that actually reduce crime like alleviating poverty, resources for mental health and more investment in education.

    Our community asks that the budged should be split in half that way both sides are completely taken care of. What ever happened to the closing of the Florence Prison? The budget need to be lower for the police and more invested in us the people that reside here in the state of Arizona. If you want to do something positive for this 2020 please readjust the budget accordingly and split it in half that’s all we are asking. Thank you

    I strongly oppose the proposed $944,680,555 for our public safety department. Our community requires that these funds are re-directed to programs that heal and educate our community. Increase the proposed $24,760,742 and $26,837,014 budgets for community development and community enrichment. We must prioritize healing and growth in our community over the further militarization of our police force. Prioritize justice and dismantling oppression and police brutality.

    Please redirect more funding to establish the OAT and the CRB. We need significant funding to protect our citizens. $400k is not enough to make this change impactful. We need to do better.

    Our community asks that you redirect funds from Phoenix police to programs that heal and educate our community. The city of Phoenix is statistically ranked highest in the country for cases of police killing civilians. Police forces across the country have proven that diversifying and implementing various trainings have not and will not end police brutality. The city of Phoenix needs and deserves policing alternatives and investments into the future of this city.
