44 Adoption of the Tentative 2020-21 Annual Budget (Ordinance S-46650)

    As a Phoenician and graduate from the University of Arizona College of Public Health, I oppose the allocation of $944,680,555 to Public Safety. I believe that portion of the budget can be reduced and redistributed to prioritize the health and wellness of the city. In a time of a pandemic and police brutality in communities across the state, the budget should focus on the importance of community development and enrichment. We need healthy communities and mental health prioritization for officers.

    Reductions in funding for the Phoenix Police Department are the only way for the conditions to improve for the residents of the City of Phoenix. Diversion and Divestment into the PPD and into both Public Housing and Human Services departments so that the city can solve a longstanding issue, rather than continually funding the militarization of a force that refuses to hold itself accountable. There will be no lasting change until our leaders make difficult decisions that challenge the status quo

    I support decreased funding for the police and increased funding toward community involvement. Sociologically, crime indicates need, and those needs are not being met. Addressing the causes of crime will decrease it, and using state violence to punish people who need the most support will only increase the need for protest and the propensity toward crime.

    As someone who comes from Egypt a country who's army and police are heavily supported and trained by the usa. I can see what a brutal police force can eventually look like. The Phoenix police is very closely looking like ours. So yes in a state like arizona where there a millions of unemployed and homeless, funding should be prioritized to building the resilience of communities and not to strengthen this brutal police.

    The Phoenix Police Department receiving the proposed $994M despite the PPD being among the most deadly in the nation goes against the wishes of the citizens they have been hired to protect and serve and should be considered a direct affront to democracy. Defund the Police Department and reallocate finds to departments better suited to improve this community such as the public education department or public health resources.

    As a member of this community, I strongly oppose this budget to the Phoenix PD. They are unnecessarily violent in situations where they don’t need to be. This budget would only make them more dangerous.

    I demand this budget be used to fund a Civilian Review Board and education.

    I strongly oppose this funding for Phx PD as a lifelong AZ resident and taxpayer. Phx PD is ranked second highest for police killings. These funds would be better allocated towards education, AZ being ranked at the bottom for far too long, and other community enrichment programs.

    I am contacting you to reconsider the proposed $994,680,555 allocated to our public safety department for the 2020-21 fiscal year. Our community asks that you redirect funds to programs that heal and educate our community. Increase the proposed $24,760,742 and $26,837,014 budgets for community development and community enrichment. The city of Phoenix needs and deserves policing alternatives and investments in mental health, education, environment and trauma.

    How can you justify providing the police department more funding? How can you justify providing such a massive figure without, at the very least, providing the necessary funds for a civilian review board? We must divest funds from a city department as corrupt, racist, and violent as the PHX Police Department. Our community deserves better. At the very least, we deserve real accountability and transparency.

    Reduce the absurd $944M budget for the Phoenix PD and re-allocate the funds towards community development, community enrichment, and transportation. Placing nearly 75 percent of all general funds and 20 percent of ALL funds towards one of the most statistically violent police forces is tone-deaf and blind to the community's needs. Funding programs like access to mental health, homelessness assistance, and access to education are vastly more important and appropriate for resource allocation.

    Funding needs to go towards upholding justice, helping our communities, protecting us, and rehabilitating those who feel the need to hurt others. The police have shown with their actions that they aren't going to fill that roll (and in many cases go opposite those goals), so they shouldn't be getting this kind of funding.

    I strongly oppose additional funding of the police. As the criminal justice system is designed to disproportionally affect the disenfranchised, divesting police funds into programs like violence interruption and civilian oversight would be the least we could do. Other cities have implemented programs that let the community provide their own protection, like social workers attending to mental health emergencies.

    We must allocate 3 million to the Civilian Review Board in order for it work effectively. Too many Black and Brown people have been shot by the Phoenix police. We need to investigate the use of extreme force against civilians. Furthermore, if we are truly dedicated to building and maintaining healthy and safe communities, we must invest in programs focused on housing, mental health, education, and other community improvement programs.

    Funds need to be redirected to a civilian oversight board to prevent deaths and hold law enforcement accountable for their actions. I work for the largest homeless services agency in the state and find it unacceptable that more is not being done to end homelessness and end poverty. We need to invest more in revitalizing and enriching our community. Please defund the Police department and invest more in healthcare, education, mental health services, and other services more vital to our community.

    I oppose the proposition of funding public safety departments. More funds needs to go towards community development. As we further develop the community it will allow individuals to seek health care, have better education, better living conditions, and more. With such a large budget for the police department, communities will have a slim chance of growing and improving.

    I support this funding for our officers and the budget cannot be reduced. As an Arizona native, it’s hard to wrap my mind around the fact that people are opposed to this. We need to keep our officers safe and this will not help in doing so. They save lives every single day, we need to help save theirs. Please, support this.

    The Phoenix PD is statistically ranked highest in the country for cases of police killing civilians. I urge you to reconsider the proposed $944,680,555 allocated to our public safety department for the 2020-21 fiscal year. I ask that you redirect funds to programs that instead heal and educate our community. Our city needs policing alternatives and investments in mental health and trauma services, education and after-school care, adequate housing, healthcare, and the Phx Civilian Review Board.

    We should defund and use that towards departments that actually serve the community. Phoenix Police Department clearly is overfunded as we have seen all the equipment that have stocked and have used and hurting peaceful citizens exercising their rights. Phoenix PD has also been unlawfully making arrest and causing damage to our community.

    I strongly oppose the money for the PHX Police Dept. That money should go towards community building, homelessness, and addressing the host of other issues plaguing 2020.
