Shelter is a human right. I strongly oppose action to harm our unsheltered neighbors by further criminalizing homelessness.

I strongly oppose this item. Criminalizing homelessness and punishing those that suffer from it is not only cruel, it's a complete waste of taxpayer dollars. Studies show that social services pay for themselves over time. We need reinvestment and more social services, not more police precense and enforcement. It solves nothing.

I strongly oppose this move to further criminalize and harm houseless individuals.

I strongly oppose this item. The only thing this abandonment would achieve is further sanctioning police harassment of unsheltered persons. Council members and Mayor Gallego, have you seen the recent video of a Phoenix police officer beating up a person who was sleeping in an alley? Measures like this with the explicit goal of criminalizing homelessness get our unhoused neighbors caught up in the legal system’s revolving door for simply existing. What a waste of funds. Shelter people instead!

I strongly oppose the passage of this item. The city cannot keep treating our unhoused residents with such disdain simply for existing. It is inhumane to force people out of an area when they have nowhere to go. Oppose this item, provide shelter beds.

I oppose the passage of this agenda item. It will allow your police officers the opportunity to further traumatize and brutalize an already marginalized community. You will be further criminalizing this population. And why after all these years, the sudden change?
Who will be profiting? After the recent video emerged of the beating of a homeless individual by a Phoenix police officer, I would think you would want to think twice about creating more situations and opportunities for police violence

As of this writing there's more than 137 comments telling you to oppose the criminalization of homelessness. You claim to be our representatives, but will you follow the people? Stop this injustice now! We are all people!

I strongly oppose action to further criminalize homelessness and our unsheltered neighbors. I’m not sure what is expected of these people with no resources and dehumanization by the system that’s supposed to support them.

I oppose criminalizing people for being unsheltered especially when we don't have enough beds to house everyone. I live in work and Phoenix. This doesn't make me safer.

I strongly oppose this. Criminalizing our unsheltered citizens just let’s us close our eyes to the problem because they are out of sight out of mind. It does nothing to actually solve the problem of homelessness. In fact it further delays their ability to get on their feet.

We do not need more ways to criminalize and dehumanize our most vulnerable citizens.

Oppose this strongly, as this city does not need to further criminalize anyone for just existing in this city. unsheltered individuals especially are targeted with the privatization of public property, leading to more money and reasons for policing to occur. This is unjust and inhumane.

I opposed this last meeting and I oppose it this one. We can't make our unhoused neighbors into criminals to make them go away. We have to treat them like humans and give them the services and space they need to survive. If we take care of them now they will be able to bounce back when the economy bounces back. If we don't they will just suffer harm at the hands of our police, or our private prisons, or our negligence. We must opposed further criminalization of being unhoused. Oppose!

Do not criminalize homelessness! This is a heartless and insincere proposal that does nothing to actually help homeless people get off the street.

This is a blatant attempt to criminalize being unsheltered. There are already so few places for our unsheltered community to exist - I oppose taking another place away from them. City Council should be considering long-term solutions like resources, support and treatment.

We cannot further criminalize homelessness in Phoenix. I strongly oppose this ordinance as it only hurts our neighbors more. We need to support unsheltered Phoenicians, not criminalize them further.

Further criminalizing the houseless individuals in this area is not a feasible option. I fear what angry and hostile business owners will be able to justify by privatizing this very public property.
