*63 ***ADDITIONAL INFORMATION (SEE ATTACHED MEMO)*** (CONTINUED FROM DEC. 16, 2020) - Public Hearing - Appeal of Hearing Officer Decision - Abandonment of Right-of-Way - ABND 200534 - Various Segments generally located south of Jefferson Street and north of Harrison Street (railroad tracks) between 7th and 13th Avenues
I strongly oppose this measure. Retaining public control of the zone is crucial to protecting those who have so little. The last thing we need is further criminalization of homelessness when the only reason it has been criminalized historically is to absolve the state of their responsibility to protect and ensure adequate resources to all citizens. These are struggling people and the absolute least we can offer them is a safe place to put a tent. Do not prioritize local white comfort.
Abandoning the right of way will needlessly subject our unhoused neighbors to law enforcement action, further criminalizing homelessness. Public ownership of the right of way at the zone protects our unhoused neighbors' ability to put up tents. The city cannot in the same breath deny the right to put up tents, and refuse to add shelter beds to address their homelessness. The city should not abandon its responsibility to protect and provide for its residents.
Item 63 criminalizes our unhoused community members, which will only create more problems for them and for our community at large. Help address homelessness with resources and services for our unhoused neighbors! Not with hostility toward this vulnerable population!
I oppose this abandonment of public easements. This appeal was made simply to criminalize those who are unhoused and without secure shelter. The city needs to find sustainable ways to support those who need shelter and services; privatizing easements and sidewalks that tax dollars support is not a solution. Opposed.
I do not support this motion. I do not support criminalizing the homeless. I do not support the self interest of one person over the interests of many.

Not only is this always a cruel and inhumane way to treat our neighbors that are at their most vulnerable but especially during a pandemic when more of us than ever are being forced into trying to survive without a home of our own!
