    Please reconsider the proposed $944,680,555 allocated to our public safety department for the 2020-21 fiscal year. Our community asks that you redirect funds to programs that heal and educate our community. Increase the proposed $24,760,741 and $26,837,104 budgets for community development and community enrichment.

    I am in opposition to any increased funding for police in Phoenix, now more than ever. Funding for PD must be drastically decreased and reprioritized, including by fully funding the Civilian Review Board to hold Officers accountable and bring much needed community input into conversations about how we redefine safety. If your budget reflects your values, what does that say when you allocate so much money for police compared to community services that make us stronger?

    Define the Phoenix PD. They have failed our city and that large amount of funding could go somewhere else. Like education, for example. Our state has some of the lowest funding for education.

    The proposed budget for the PPD is well beyond that of any of the other programs that actually help the community. The PPD budget should be STRONGLY reduced. Please do pass this, it will do more harm than good. I think we should redirect the money towards education or community development.

    The City of Phoenix is statistically ranked the highest in the country for cases of police killing civilians. Police forces across the country have proven that diversifying and implementing various trainings have not and will not end police brutality.
    Our city would be better served if the funds were redirected into programs that work to strengthen our future. Our community needs and deserves policing alternatives and investments in mental health services, education, affordable housing, etc.

    I oppose item 44 because I believe the city of Phoenix needs and deserves policing alternatives and investments in mental health and trauma services, education and after-school care, adequate housing, healthcare, and employment opportunities. Defund the phoenix PD and allocate 2020-21 city funds to policies and programs that will create and sustain a safe community.

    The proposed budget of $944,680,555 for "public safety" would be far better utilized in a Civilian Review Board, education, public health, and other programs that actually benefit the public. The Phoenix Police Department is among the deadliest, if not the deadliest, in the nation and must be defunded immediately.

    I ask that you redirect funds from Phoenix Police to the Office of Accountability and Transparency and the Community Review Board, as well as to programs that support, heal, and educate our community. The City of Phoenix needs and deserves policing alternatives and greater investments in mental health and trauma services, education & after school care, adequate & affordable housing, healthcare, employment opportunities, and sustainability & environmental programs.

    I oppose the approval of a budget that does not include sufficient funding for OAT and CRB. The significant increase proposed for PPD should be redirected to properly fund the OAT and CRB. Also, with the fiscal uncertainty created by COVID it comes across as irresponsible to pour more money into a department that is continually failing and abusing the community it is sworn to protect.

    The Civilian Review Board and Office of Accountability and Transparency needs $3,000,000 for this year's budget in order to properly oversee police misconduct and secure justice for victims of police brutality. The Phoenix Police Department's 2019 budget was $721,000,000. The amount we are asking for is literally just 0.42% of the amount given last year to Phoenix PD. The current proposed amount for the CRB is just $400,000 -- to oversee a $721 million department. That's 0.06%.

    I oppose the current bill as it stands. I demand the Phoenix City Council to allocate $3 million to the Office of Accountability and Transparency and Civilian Review Board in the 2020 - 2021 budget. These funds should be going towards things that better help all our communities rather than have us taxpayers continue to militarize our police. As it currently stands there is no current accountability for our police officers. Until there is, I oppose ANY funding to the Phoenix Phoenix Police.
