Also, it is far beyond time for the Civilian Review Board to be created for the Phoenix PD. The Council must make every effort to protect and service the communities of color in this city, part of this is by creating further transparency and community engagement but by creating an independent review board that has served other cities well.

The CofPHX is one of the largest cities in the U.S., while it's police department is understaffed. Those officers serve and protect everyday without question. The budget shouldn't be in question. You should be asking, what more can we do?
I do not approve of increasing funding for the Phoenix police department and urge you all to reconsider $944,680,555 that is going to public safety. This funding should be allocated programs to support public schools, community development, community enrichment, and to community organizations that support youth development. Research on youth development shows that social and institutional resources in the community have beneficial effects for the developing youth.
We have seen over the last week that the police cannot be trusted with the tools at their disposal. They have continuously inflicted violence on crowds of civilians peacefully protesting the fact the police regularly inflict violence. The police are the instigators that have caused these protests have turned chaotic. I oppose any sort of budget increase to the police. The police should be defunded and those funds allocated to public health to assist communities struggling against COVID19.
