44 Adoption of the Tentative 2020-21 Annual Budget (Ordinance S-46650)

    I oppose this tentative budget of $944,680,555 to public safety and encourage reallocation of to further fund departments and areas that will legitimately support our community - education, housing, and healthcare/mental health & trauma services. The Phoenix community needs and deserves policing alternatives with investments made in the varied needs of its constituents. We need to fund community development & care, not the tragedies arising from over-policing. Dion Johnson is proof of that.

    These funds should not be allocated to the PHX police department. The funds should go to productive programs that will create and sustain a safe community.

    The City of Phoenix is statistically ranked highest in the country for cases of police killing civilians. Police forces

    across the country have proven that diversifying and

    implementing various trainings have not and will not end

    police brutality.

    The COP needs policing alternatives and investments in mental health + trauma services, education + after-school care, adequate + affordable housing, healthcare, employment opportunities, and sustainability environmental programs.

    My comments DO NOT represent myself as a city commissioner of the boards that I serve in the city. I do support funding for the arts in the current budget and those priorities should be set. For the PD, we should reconsider the $944 million that is being allocated. I do strongly believe in public safety, but in order to have that, we should consider more funding for community and youth programs. We should call for a police commission that is civilian that keeps the PD accountable.

    I strongly oppose the $944,680,555 budget that is allocated to the Phoenix Police Department for the 2020-2021 fiscal year. The money should instead be used to fund programs that can heal and educate our community. In Phoenix, programs for education, healthcare, employment opportunities, mental health and trauma healing are extremely underfunded. I would much rather see the funds go to these programs instead of the Phoenix PD who have instilled fear and injustice into many lives of citizens.

    Please reconsider the proposed $944,680,555 allocated to our public safety department for the 2020-21 fiscal year. Our community asks that you redirect funds to programs that heal and educate our community. Increase the proposed $24,760,742 and $26,837,014 budgets for community development and community enrichment. Our schools are some of the worst in the country, our COMMUNITY needs this.

    SUPPORT PHX PD! What would we do without these brave men & women who put their lives on the line everyday to protect the streets of Phx. How can you put a price tag on them? These officers are underpaid & understaffed. Phoenix is the 5th largest city in the U.S. How can you not support them? This week alone proves that we need more funding to hire more officers. I think they’ve proved what a great job they do! Please SUPPORT our PHX PD! They deserve it!!

    I strongly oppose of the proposed budget allocated to our public safety department for the 2020-21 fiscal year. Our community asks that you redirect funds to programs that heal and educate our community. Budgets for community development and community enrichment should not be sacrificed for an evidently harmful police force. How many more black lives will be gone before they are recognized?

    I strongly disagree with the adoption of the current PPD Annual Budget. Instead, the funds should be allocated to resources for housing and sustainability, to name a few.

    According to Phoenix Police Department’s Use of Force Guideline: Operations Order 1.5 Pages 4 and 5; I myself witnessed on Saturday May 30th a misconduct by the Phoenix Police Department while using less-lethal chemical weapons on peaceful protestors (not involved in riots) including myself that had done and intended to do NO harm.
    Do not fund additional hiring for an already corrupt police department. Demand they fix what's there first.

    We feel safer without them. And, clearly we are.

    I am strongly opposed to the 2020-2021 proposed budget. As a former public safety employee, I do not think the $944,680,555 allocated to Public Safety is appropriate or beneficial to our communities. I support redirecting these funds to community enrichment, development, and education.

    These are turbulent times and the budget as submitted will not serve to bring peace.  A fully funded Civilian Review Board, as part of the OAT, needs an estimated $3M to launch and operate.  While Chief Williams & PDD have made improvements, more work needs to be done in collaboration with this city's citizens.  A fully funded CRB creates a shared path to a hopeful future together, and continues our city's rise as a municipal leader responsive to its citizens with agile, innovative solutions.

    Heard on the radio today Phoenix is the fastest growing city in the nation. We're going to need a lot more police to accommodate that Phoenix growth! Please support and pass the budget projections.

    Council does not have the legal authority to change what the voters approved on 3 separate ordinances to fun Public Safety. This council has members who are not fulfilling their fiduciary responsibilities to the citizens of Phoenix. Mr Garcia and Betty Gudardo are serving their own personal agendas. Their actions are destroying the fabric on which Phoenix law abiding citizens have been proud to call home Unfund their evil and destructive work

    I vehemently oppose the proposed budget for the 2020-2021 fiscal year. The proposed budget allocates ~19% of the entire city's budget, nearly ONE BILLION DOLLARS on "public safety" (police). These funds should be allocated to transportation, community development, community enrichment, library funds, environmental services, human services ... Please utilize your critical thinking skills and consider what will benefit the communities YOU serve. Defund the police and fund our communities.

    I am strongly opposed to the proposed budget. These funds are better used towards education, housing, mental health, and other community resources, not the Phoenix Police.
