62 Public Hearing - Amend City Code - Ordinance Adoption - Rezoning Application Z-SP-2-19-7 - Southeast Corner of 13th Avenue and Madison Street (Ordinance G-6799)
I urge all councilmembers to support this application. As a member (and current president) of a local chapter of National Charity League I have had many opportunities to volunteer on the Human Services Campus and at Andre House, usually with my teen-aged children. We can personally bear witness to the humanitarian crisis of homelessness in Phoenix and to the dire need for increased shelter capacity. Please act now to approve the application, including the low-barrier shelter at Andre House!
People deserve access to safe warm beds and the ability to access services to get them back on their feet. The Andre House/Human Services Campus is only asking for zoning, not funding. This is not a matter of financial resources and there are benefits for the city—it would be a financial windfall. It is far cheaper to house people with paid programs already in place than to use emergency services to support them.
Providing shelter beds is carrying for our community. Houseless folks are members of the community. Business owners should have done better location research before buying property in an area where houseless community members have a longstanding presence. If business owners have an issue with the community they purchased within, then they should bear the consequences instead of shifting the blame to vulnerable people with little access to representation.
I live 5 minutes from The Zone and I can clearly see the need for more shelter beds. People are struggling daily just to survive the conditions in Phoenix. The community has come together over and over again to do our best to help these people with basic necessities. The city of Phoenix needs to step up and do the right thing. Support measure 62 and increase the amount of shelter beds so that people can live in Phoenix, instead of die on its streets. This is long overdue and very necessary.
We must have compassion and take care of one another. The city of Phoenix is currently behaving as though profits and property values are more important than the human beings in it. We shouldn't have to keep explaining to you how wrong that is. Everyone deserves to feel safe within their own community, not just the ones that can afford housing. We implore you to add shelter beds immediately so our unsheltered neighbors have a safe environment to be in while they get back on their feet.
My mother is homeless. There’s few resources to help her. She’s mentally ill, my family and I have tried to help her several times. I’m sure the same goes for others who experience homelessness. These are real people. Being homeless should not be further criminalized.
I am a born and raised phx community member and I firmly support this measure. Unsheltered people are deserving of care and protection just as much as the rich white residents who are fighting this measure for their aesthetic and property values. To deny beds to people who have nothing on the basis of white convenience is immoral and heartbreaking. Please recognize the humanity of and protect ALL of our community members; don’t forget you represent those unsheltered constituents too.
This is a necessary and long awaited change that will benefit the whole city. Homelessness is not a property ownership/Blight issue - it is a human rights issue.
I live, work, and go to school in Downtown Phoenix (District 7) and support adding more shelter beds at the HSC. This is a human rights issue. The issue of homelessness simply cannot be transported elsewhere, the individuals are here. Let's get them off of the pavement and into a shelter bed, where it's safer and they have the ability to access services to end their homelessness. Add the shelter beds, AND convene other cities to address the issue of homelessness regionally.
I support 62! We need more beds as soon as possible. Every person should have access to a safe place to sleep at night and the city of Phoenix needs to do better to ensure everyone’s basic needs are met and care for ALL members of the community. The unsheltered population deserve more love, respect, and humanity from the community.
It is our community’s duty to provide for the needs of our unhoused community members. Everyone needs and deserves shelter and a safe place to sleep. Support more shelter beds!

Please approve adding shelter beds for our unhoused neighbors. Every human deserves rest and safety.
Strongly support.
Strongly support more funding to ensure people have shelter. Adding extra beds is the bare minimum effort you can make.

This should have been done months ago. Get it done. Strongly support.
This is a long overdue and vital measure to protect vulnerable members of our community. Increase shelter capacity NOW. Human lives are at stake.

The need is great. The time is now.
People over property. We need more shelter beds, and we need to stop dehumanizing and criminalizing our houseless neighbors.
